Towards simpler rules: meeting with the road haulage industry

On 7 November, the European Commission held a hearing with the main European associations representing road hauliers, their trade unions and their customers. The aim was to prepare for a review of the current Community rules on admission to the occupation and access to the market, the pillars of the internal market for road transport. The participants addressed issues relating to road haulage cabotage, the criteria relating to the setting-up of companies, the integration of Member States' control systems, the improvement of financial capacity and professional qualification and the simplification of procedures.

High-level group set up to advise Commission on the future of aviation regulation
 
Two years after the adoption of the Single European Sky regulations the Commission wishes to further pursue the simplification of the organisation of the sector. In September the European Commission invited representatives of the national civil aviation administrations, aviation industry and Eurocontrol to a conference in Brussels to find ways to improve the efficiency and performance of the system, while ensuring the highest safety standards. The conference made some radical conclusions, which are now being followed-up by the creation of a "high-level group".

The precise reasons why this happened are presently being examined by the Union for the Coordination of Transmission of Electricity (UCTE) and more information is expected to be provided later today.

The EU-Russia Energy Partnership in the web site of Energy & Transport DG 

President Barroso and the President of Azerbaijan sign a Memorandum of Understanding on energy partnership

The President of the European Commission Josť Manuel Barroso and the President of Azerbaijan, Mr Ilham Aliyev, met in Brussels on 7 November and signed a memorandum of Understanding (MoU) aimed at the establishment of an energy partnership between the EU and the Republic of Azerbaijan, included since 2004 into the European Neighbourhood Policy (ENP). The implementation of the memorandum will allow achieving a better integration of Azerbaijan into European energy markets, strengthening EU energy security – thanks to supplies from the Caspian basin – and developing a more efficient energy demand management in Azerbaijan.

Commission adopts new rules for managing electricity cross-border trade in the EU

The Commission adopted amended guidelines for managing the electricity cross-border trade in the EU on 9 November. These new rules improve the way the electricity transmission system in the EU is operated. They require improved cooperation between Transmission System Operators (TSOs) to allocate cross-border flows and manage bottlenecks in the transmission network. TSOs have to use a common method to allocate transmission capacity considering the European network as one single network.

Commission welcomes IEA’s World Energy Outlook as a useful tool for the development of the European Energy Policy

Energy Commissioner Andris Piebalgs, welcomed the 2006 World Energy Outlook, presented on 8 November by the International Energy Agency (IEA) as useful report for the preparation of the energy strategy for Europe, to be set out in detail in the Strategic European Energy Review early next year. “According to current trends identified by the IEA, global primary energy demand will increase by 53% between now and 2030. This will accentuate consuming countries' vulnerability to a severe supply disruption and resulting price shock, as well as amplifying the magnitude of global climate change. This is precisely what the new European Energy Policy wants to prevent”, said Commissioner Piebalgs commenting on the report.

Commissioner Piebalgs meets top climate change expert, Sir Nicholas Stern, with a view to the preparation of the Strategic EU Energy Review

On 10 November Energy Commissioner Andris Piebalgs met t Sir Nicholas Stern, Head of the UK Government Economics Service, and one of the top world specialists on the economics of climate change. Commissioner Piebalgs, and the author of the “Stern Report” discussed the contribution of the European Energy Policy in the fight against climate change in view of the preaparation of the European Strategic Energy Review that the Commission will adopt early next year. “Climate change is a global threat that demands a urgent action. A responsible energy policy should consider ambitious goals at a European level to promote carbon free energy sources. It is not only essential to save the planet but is also economically sound. This is the basis of the Energy Review”, Commissioner Piebalgs said.
