Commission requests Court of Justice to oblige Greece to comply with 2002 Commission decision on illegal subsidies granted before 2002 to Olympic

The Commission adopted on the 18th of October a decision requesting the European Court of Justice to impose a lump sum penalty and a periodic penalty on Greece for its failure to implement its 2002 decision in relation to the recovery of a State aid estimated at least €160 million granted by Greece to Olympic Airways between 1998 and 2002. The failure of Greece to comply with this decision had already been confirmed by the judgement of the Court of 12 May 2005.

Saving 20% by 2020: European Commission unveils its Action Plan on Energy Efficiency
 
As a major step toward meeting the unprecedented energy challenges facing the EU, the European Commission presented on the 19th of October its Energy Efficiency Action Plan. The Plan contains a package of priority measures covering a wide range of cost-effective energy efficiency initiatives. These include actions to make energy appliances, buildings, transport and energy generation more efficient. Stringent new energy efficiency standards, promotion of energy services, specific financing mechanisms to support more energy efficient products are proposed. The Commission will furthermore set a Covenant of Mayors of the 20-30 most pioneering cities in Europe and will propose an international agreement on energy efficiency. Altogether, over 75 measures are set forth

Commissioner Piebalgs and Bob the Builder remind children of the importance of energy efficiency

Andris Piebalgs was joined on the 19th of October at the European School in Uccle by popular cartoon character Bob the Builder – from a leading pre-school programme that helps children learn teamwork, problem solving and facing obstacles through the power of constructive play. The Energy Commissioner presented the European School with an Energy certificate and spoke to the children about the energy efficiency potential of their school. The visit coincided today with the European Commission's adoption and presentation of the Energy Efficiency Action Plan, which also highlights the need for immediate action to improve existing buildings in the EU.

Commissioner Piebalgs visits the construction site of an innovative clean coal plant in Italy

Energy Commissioner Andris Piebalgs visited on the 16th of October the construction site of Torrevaldaliga Nord project, an advanced clean coal power plant in the Italian town of Civitavecchia, near Rome. The project has recently won the Powergen Award. “Clean coal technologies contribute to the three core objectives of the new European Energy Policy: security of supply, fight against climate change and competitiveness of the European economy. The development of low carbon plants, like this one in Civitavecchia, should be one of the common EU objectives that the Commission wants to put forward in its EU Strategic Energy Review”, Commissioner Piebalgs said.

Commissioner Piebalgs and Ukrainian Energy Minister Boiko assess progress in the implementation of EU-Ukraine MoU
 

Energy Commissioner Andris Piebalgs met the Energy and Fuel Minister of Ukraine, Yuriy Boiko in Brussels on the 18th of October to assess the progress in the energy cooperation between EU and Ukraine on the basis of the Memorandum of Understanding on energy cooperation. Minister Boiko and Commissioner Piebalgs have also signed, jointly with Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, the first Progress Report on its implementation. "Ukraine's commitment to bringing its energy market closer to EU standards is an important contribution to enhancing the security of energy supplies of Europe" said Commissioner Piebalgs.

Public consultation: European Regulators Group for Electricity and Gas

On 5th October, the European Regulators Group for Electricity and Gas (ERGEG) launched a public consultation process on  the "Cross Border Framework for Transmission Network Infrastructure".

This paper sets out ERGEG’s views on the issues of the cross border framework for transmission investment.  It also makes recommendations and invites views regarding an appropriate framework for the provision of cross border transmission infrastructure.  


ERGEG invites comments from all interested parties by 1 December 2006.
