European Commission proposes increased Protection of Freight Transport against Terrorism     [ full text ]

The European Commission proposed new European rules to protect freight transport better against terrorist attacks on the 28th of February. These rules will enhance the security of the supply chain in land transport. The rules will allow operators which participate in the scheme to enjoy benefits in the area of security control and give such operators an enhanced security standing in their relations with commercial partners, including insurance companies.

Energy, environment, competitiveness: Commission launches high level group   [ full text ]

As a follow-up to the Communication on Industrial Policy of October 2005, the European Commission launched a new High Level Group (HLG) on Competitiveness, Energy and the Environment on the 24th of February. Over the next two years the HLG will aim to foster closer coordination between policy and legislative initiatives and to contribute to creating a more stable and predictable regulatory framework. It will explore ways to unleash the growth potential of basic and intermediate product industries by further integrating competitiveness, energy and environmental policies. The HLG met for the first time on the 28th of February 2006 in Brussels. It forms part of the EU’s partnership for growth and jobs.

EU and Japan agree on cooperation in the peaceful uses of nuclear energy  [ full text ]

The European Commission and Japan signed an Agreement for Cooperation in the Peaceful Uses of Nuclear Energy on the 27th of February. The Agreement will provide a stable framework for the development of nuclear trade between the two parties and facilitate co-operation in areas of common interest, such as safeguards.

EU – Ukraine Common Energy Challenges (Speech by Energy Commissioner Andris Piebalgs)

"The EU needs a response to the challenge of increasing energy demand and declining oil and gas reserves. The Commission will shortly outline its views on how energy policy in the EU should be shaped for the future. The promotion of a Wider-Europe Energy Market will be an important element of such a policy. Re-enforced co-operation with Ukraine is a key element of our considerations in this respect".

Development of regional electricity markets in the EU

The European Regulators Group for Electricity and Gas (ERGEG) launched an initiative promoting the development of regional electricity markets in the EU this week. The Commisson welcomes this initiative which is in line with the policies developed by the Commission to promote the creation of regional markets as an interim stage towards a fully functioning internal energy market. The ERGEG initiative brings together regulators, the Commission, companies, Member States and other interested parties. A first progress report will be submitted in autumn 2006. On 1 March, ERGEG opened a public consultation on Best Practice Propositions on customer issues , namely Customer Protection, the Supplier Switching Process and Transparency of Prices.
