The European Commission proposes strengthening the common air security rules [ full text ]

The Commission proposed on 22 September revising the air security regulation adopted following the attacks on 11 September 2001 which was intended to establish common standards between all EU States to deal with the terrorist threat. This legislation, which has been in force for nearly three years, has made it possible to strengthen security in the aviation sector and harmonise control. However, the 40 or so inspections carried out by the European Commission since February 2004 to check for proper application have identified a number of shortcomings and needs and the Commission is therefore today proposing this revision. Community competence will be extended to cover in-flight security measures and air traffic from third countries. In the words of Jacques Barrot, Vice-President responsible for transport: “The protection of aviation against terrorist attacks has considerably improved since the 2001 attacks. Nonetheless, the new regulation will enable us to be more effective and react faster to a threat which is constantly changing. I therefore confirm that priority has been given to the safety and security of transport”.

Israeli and Palestinian Transport Ministers signed Agreement on Joint Transport Office  [ full text ]

On  September 21, in Jerusalem, the transport ministers of Israel and the Palestinian Authority signed an agreement for the establishment of a Joint Transport Office. The role of the Office will be to study and promote the implementation of projects of mutual interest, especially in the domain of road and railway transport. The agreement was facilitated by the European Commission and the Joint Transport Office will be supported financially by the European Union.

Wider Europe for Transport: 26 countries neighbouring the EU send priority projects to the High Level Group [ full text ]

The European Commission Vice-President Jacques Barrot in charge of transport has asked Loyola de Palacio, former European Commission Vice-President to chair a High Level Group to identify and develop priority connections between major trans-European transport axes and the different neighbouring regions of the European Union. Composed of representatives from all EU and neighbouring countries and international financing institutions, the High Level Group held a plenary meeting in Brussels on 19-20 September to discuss the priority projects sent by 26 countries to be connected to the Trans-European network, involving the 25 EU member States and Romania and Bulgaria. “This is a very important step forward which is the result of extensive discussions since October 2004” said Loyola de Palacio. “On this basis, we will be able to define the main axes to be developed in order to facilitate more exchanges and secure trade between the EU and all its neighbours”. Vice-president Jacques Barrot has asked the High Level Group to complete its work and submit a final report by Autumn 2005.

As a continuation to the established EU-OPEC Energy dialogue in June this year, Mr Piebalgs, European Commissioner in charge of Energy, met on 18 September with Sheikh Ahmad Fahad Al Sabah, President of the OPEC Conference, for an exchange of views on the latest developments on the international oil market prior to the meeting today of the OPEC Conference. The Commissioner explained the EU’s concerns at the high price levels on the international oil market and highlighted the serious effects this is having on the EU’s economy. Commissioner stressed the importance of ensuring that sufficient oil is being supplied to the market.
