Commissioner Piebalgs: Europe could save 20% of its energy by 2020 [ full text ]

The European Commission adopted on 22 June a Green Paper on Energy Efficiency that seeks to put energy savings higher on the agenda. Faced with increasing oil prices and the prospects of having 70% of its energy needs covered by imports by 2030, the European Union needs to start a discussion on how to save energy .. The Green Paper lists a number of options to save 20% of energy consumption by 2020 in a cost effective way through changes in consumer behaviour and energy efficient technologies. These savings would allow the EU to save an estimated €60 billion on its energy bill. This will in turn represent investments in the EU economy where European industry can strengthen its lead. “This energy efficiency initiative will help Europe achieve two fundamental goals of the Lisbon Strategy: creating more growth and better jobs. It will also help Europe meet its Kyoto commitments”, said Commissioner Andris Piebalgs in charge of energy. “The European Union needs to explore all the possible avenues to reach the goal of 20% savings”.

Energy performance certificate awarded to the European Commission’s headquarters “the Berlaymont” [ full text ]

A group of Member States’ experts handed on over 22 June the Certificates on the Energy Performance of the Berlaymont Building to the Energy Commissioner Andris Piebalgs. Such certificates are one of a number of measures set out in the European legislation on the Energy Performance of Buildings. From 2006, all large public buildings in the European Union will be required to display them for the visiting public to see. Commissioner Piebalgs said: “The Berlaymont certification is an excellent and timely initiative to illustrate and raise awareness of this important legislation in the buildings sector. Buildings account for 40% of the energy consumed in the Union and more than 1/5 of this energy could be saved by applying tougher standards on buildings. This is also a sector where the energy efficiency measures could have important job-creation impacts as we highlight in the Commission’s Green Paper on Energy Efficiency”.

European Commission approves “coal package” authorising restructuring plans for the Polish, German and Hungarian coal industry until 2010 [ full text ]

The European Commission decided on 22 June to authorise the restructuring plans for the Polish, German and Hungarian coal industry, considering that the plans presented by the three governments are in line with European rules on state aid for the coal industry and are compatible with the proper functioning of the common market. Andris Piebalgs Commissioner for energy declared: “The domestic coal production in the European Union contributes to our security of energy supply. Today’s approval of three restructuring plans covering the period until 2010 allows mining companies and Member States governments to put their medium term energy strategy on stable ground.”

Climate change: More coal use pushes up EU greenhouse gas emissions in 2003 [ full text ]

Emissions of carbon dioxide (CO2) and other greenhouse gases rose by 1.5% in the EU-25 in 2003 compared with 2002. EU-15 emissions went up by 1.3%. These are the findings of the latest national estimates collated by the European Environment Agency (EEA), Averaged over the latest five years, EU-15 emissions stood 2.9% below their 1990 level. Under the Kyoto Protocol on climate change, the EU-15 have to cut their combined greenhouse gas emissions, averaged over the 2008-2012 period, to 8% below the 1990 level. A rise in coal use for electricity generation pushed up EU emissions of greenhouse gases in 2003. These findings were announced on 21 June.

UK state aid for Channel Tunnel rail freight services [ full text ]

The European Commission approved on 22 June a state aid measure by the UK government in favour of the company English Welsh Scottish Railway International Ltd (EWSI), which currently provides cross-Channel rail freight services. The aid serves to compensate EWSI for infrastructure expenditure that other rail transport operators are not burdened with and is necessary to ensure the continued provision of rail freight services through the Channel Tunnel.

€ 1 billion for Galileo satellite system [ full text ]

On 21 June Parliament's Industry Committee backed the European Commission's plans to provide €1 billion over the period 2007-2013 to fund the final two phases of the Galileo satellite navigation system, covering deployment and commercial operations. In a first-reading report by Etelka BARSI-PATAKY (EPP-ED, HU), adopted unanimously, MEPs stress that the figure of €1 billion is indicative, pending a decision on the financial perspective.

CO2 emissions from new cars in the EU-15 down by almost 12% since 1995 [ full text ]

CO2 emissions from new passenger cars sold in the EU-15 decreased by 11.8% between 1995 and 2003, a 1.2% progress compared to 2002. The annual report on CO2 emissions from new cars, adopted by the European Commission on 23 June, shows that the car industry has made progress in fulfilling its obligations under the voluntary agreements to market cars that emit less CO2. However, the report also underlines that major additional efforts will be required in the coming years in order to deliver the target to which the industry has committed itself.

EU aviation agreements with Australia and New Zealand [ full text ]

The Commission announced on 23 June new EU aviation agreements with Australia and New Zealand. These agreements will make sure that any EU airline can fly to Australia and New Zealand under the existing bilateral agreements between the two countries and EU Member States. Existing air services agreements must not discriminate based on the nationality of the EU carrier. These agreements now need the approval of the Council of Ministers.

Commission welcomes progress of Brenner Base tunnel project [ full text ]

A coordination meeting was held in Brussels on 22 June 2005 on the Brenner base tunnel. The Brenner base tunnel is a transalpine tunnel which will connect Austria and Italy and allow for a substantial increase in transalpine freight traffic by rail. The meeting with all parties involved allowed to measure the positive results achieved so far and the remaining works to be done in order to finalise the project by 2006 and decide upon launching the construction phase.

State aid: Commission extends its formal investigation into the Italian aeronautical law [ full text ]

The European Commission has extended on 23 June the scope of its formal investigation under the EU state aid rules into an Italian Law supporting R&D in the aeronautical sector. The investigation will now cover all large civilian projects financed by the law and all civilian projects of any size financed after November 2002.
