Trans-European Network: 14.8 million euros for transport infrastructures [ full text ]

The Commission has allocated on 4 May some €15 million to nine projects of common interest in the trans-European Transport Network (TEN-T). These financing decisions constitute the last instalment of the total of €625 million available under the 2004 budget (see IP/05/50). The aid for these nine projects concerns in particular technical studies and works aimed at developing intelligent transport systems in the rail, aviation and inland waterways sectors. It also concerns the installation of a road traffic management system in the new Member States which is harmonised with that in the old Member States. “European Union support is helping to make European mobility safer and more efficient. The technical barriers to cross-border traffic have to be removed” stated Mr Jacques Barrot, Vice-President of the Commission responsible for transport.

Aid for ABX Logistics: European Commission extends investigation procedure [ full text ]

The Commission has decided on 3 May to extend the formal investigation procedure initiated on 23 July 2003 to include the new financing which the Belgian railway company SNCB (Société Nationale des Chemins de fer Belges) is planning for its subsidiary ABX Logistics. ‘ABX Logistics group’ organises parcel delivery services by road, air and sea, as well as providing logistical services. Additional information submitted by the Belgian authorities at the beginning of 2005 has prompted the Commission to extend the original investigation procedure to include the proposed new measures. The Commission will not rule on whether the amounts under investigation constitute State aid and whether this aid is compatible with the competition rules until it delivers its final decision.

Commission authorises the Czech Republic to support the purchase of new passenger railway rolling stock [ full text ]

The European Commission has decided on 3 May not to raise any objections to a Czech aid measure to support its passenger railway activities. The Czech authorities intend to guarantee a loan amounting to € 45 million granted by the financing company EUROFIMA to Czech Railways (Česke dráhy) to facilitate the purchase of new passenger rolling stock. The aid measure contributes positively to the development of railway transport activities and is compatible with the proper functioning of the common market.

Air services to Corsica: Commission gives go-ahead for social aid scheme [ full text ]

The European Commission on 3 May decided to authorise revision of the social aid scheme entitling certain categories of passenger to reduced fares on several air routes between Corsica and the mainland. The scheme is designed to promote the opening-up of Corsica: it will help combat handicaps connected with its insular nature and promote economic development and job creation on the island.

Rescue aid for Cyprus Airways [ full text ]

The Commission decided today to authorise rescue aid for Cyprus Airways, the Cypriot flag carrier. The aid consists of a CY£ 30 million (€ 51 million) loan guarantee for the next six months so as to allow the authorities to organise the restructuring of the airline.

Internal energy market: Commissioner Andris Piebalgs again stresses the importance of electricity connections [ full text ]

Visiting Templeuve on the Franco-Belgian border, Energy Commissioner Piebalgs welcomed on 4 May the imminent completion of new electricity connections between France and Belgium. Taking advantage of the financial support of the Trans-European Energy Networks, these should make it possible to develop trade and competition in the electricity markets and improve security of supply in the two countries. The Commissioner did, however, emphasise the importance of ensuring that these new capacities are allocated in a transparent and non-discriminatory manner to the benefit of all consumers, and reaffirmed the fundamental rôle of the regulators in this regard. He concluded that “The French and Belgian network operators are cooperating closely both on developing these connections and on the day-to-day management of cross-border flows, and this is a very good example at the European level”.

IEA Ministerial meeting in Paris: Andris Piebalgs calls for strengthening of Energy Efficiency efforts & intensified energy relations with major producer & consumer countries [ full text ]

At the Ministerial meeting of the International Energy Agency (IEA), celebrated on 2 May  the Energy Commissioner Andris Piebalgs called for stronger action by the EU to ensure its security of energy supplies. This initiative takes place in a context of high oil prices which represent a continued drag on economic growth worldwide. Commissioner Piebalgs said: “We only have a small margin for manœuvre as far as the supply is concerned. As a result, we should strengthen our efforts on the demand side. This will be the message of the forthcoming Green Paper on energy efficiency that I will be presenting in the coming months.”

The EU-Russia Energy Partnership in the web site of Energy & Transport DG 

The Commission and Ukraine strengthen energy cooperation in the framework of the EU-Ukraine Neighbourhood Action Plan [ full text ]

On the occasion of his visit to Kiev, the Commissioner for Energy, Andris Piebalgs, met on 28 April with Ukrainian Deputy Prime Minister, Oleh Rybachuk, and with the Minister for Fuel and Energy, Ivan Plachkov. This visit follows the recent adoption of the EU – Ukraine Neighbourhood Action plan and the recognition of energy as a priority area for strengthened EU-Ukraine cooperation. The talks aimed at providing the political guidance for achieving in the coming months progress on issues of common interest such as Ukrainian energy market liberalisation, energy efficiency, renewable energies, nuclear safety and cooperation on broader infrastructure projects. In addition the two parties signed an Agreement for Cooperation on Peaceful Uses of Nuclear Energy.

Security of electricity supply and infrastructure: MEPs discuss the Commission's proposals [ full text ]

MEPs are to debate in first reading on 10 May the security of electricity supply and infrastructure, when they consider a first reading report from Giles CHICHESTER (EPP-ED, UK) for the Industry Committee. The Commission is proposing measures aimed at ensuring the proper functioning of the EU internal market for electricity by safeguarding security of electricity supply and by ensuring an adequate level of interconnection between Member States.
