The public consultation on State Aids for regional airports

Fair conditions of competition for regional airports: Commission launches consultation [ Full text ] 

Following its decision on Charleroi Airport, the Commission is proposing clear rules on investment in airports both at infrastructure level and with respect to start-up aid. These rules authorise start-up aid for new routes opened at secondary airports, which at times are underused, albeit subject to strict conditions of transparency and with time limits. The facilities should also guard against all forms of discrimination to the exclusive benefit of any one company. The proposed guidelines likewise seek to clarify methods for the financing of airport infrastructure. The Commission is publishing on the Internet a draft set of guidelines on the financing of airport infrastructure and State aid for the start-up of new routes departing from regional airports. The Member States are being consulted on the draft guidelines. The Commission is also consulting the public on the draft. All interested players can submit their comments by 7 March 2005 via the e-mail address The Commission will adopt the definitive guidelines in several months’ time after taking account of the various representations made.

Just released: new video on air passenger rights [ View video ]

Each year, in Europe, several million air passengers are the victims of overbooking, lengthy delays and sudden cancellation of flights. This is why Europe has decided to strengthen air passenger rights through a Regulation which comes into force in 17 February 2005 and which will lead to immediate and automatic compensation for any damage suffered. But it is not only air transport which is affected. The European Commission hopes to strengthen passenger rights in a similar way for all modes of transport, amongst others international rail transport, drawing special attention to people with reduced mobility. The Directorate General of Transport and Energy of the European Commission has just released a video that inform about the rights of passengers. The video may be viewed on-line in Real Video format – 5 levels of compression (please check the availability of the player on your PC). A copy of the video on CD-ROM can also be sent on request (see section “How to order”).

Andris Piebalgs: "Energy Community is a key to the stabilisation and development of South East Europe" [ full text ]

Andris Piebalgs, Commissioner for Energy in the European Commission delivered a speech to the High Level EBRD Southeast Europe Regional Energy Seminar, in Tirana (Albania), last 10 February. The speech, titled "Energy Community is a key to the stabilisation and development of South East Europe" identify the outstanding problems in the energy sector of the region that need particular attention and action. Last December, commissioner Piebalgs chaired the ministerial meeting of the Athens process, which further discussed the establishment of an Energy Community in the region. "I was pleased to see how committed all countries concerned are towards the ECSEE, and how much political will there is on their part. The negotiations on the Treaty were conducted in a very fruitful and constructive manner. It is time now to turn the page and give people here, and elsewhere in south-east Europe, reasons for optimism" , said Piebalgs.
