Vice-President Barrot presents his working programme to the Transport and Tourism Committee of the European Parliament (FR) [ Full text ] 

Jacques Barrot, Vice-President of the European Commission, responsible for Transport presented the main lines of his working program on a speech delivered to the Transport and Tourism Commission of the European Parliament on 1 February. In his speech, Vice-President Barrot announced the Commission's new proposals in the field of Transport, including the new regulation on Public Service Obligations for land transport, the communication on international air transport policy and the communication on air passenger rights. After exposing the situation concerning the application of the European legislation concerning his portfolio, Barrot recalled the propositions currently being studied by the Parliament and the Council with special consideration to the 3rd Railway Package.

Cars that can dial 112: Commission and industry target 2009 [ full text ]

All new cars in Europe could be equipped with automatic emergency call (eCall) technology as soon as 2009 under a Commission/industry action plan agreed in Brussels on 3 February. This high-level meeting of industry leaders and representatives of EU Member States and the European Parliament received a progress report from the eSafety Forum, a pan-European public/private partnership that promotes road safety. The eCall action plan will be implemented across Europe, as part of the EU’s eSafety initiative.

The Transport Committee of the EP backs plans for a single Community licence for air traffic controllers [ full text ]

The Transport Committee gave its backing on 2 February  to plans for a single Community licence for air traffic controllers. The aim is to harmonise existing national licensing systems and promote mutual recognition of national licences among EU Member States.  A standard EU licence would make it easier for air traffic controllers to work outside their own country. This should lead to a more flexible use of manpower, making it easier to provide cross-border services and paving the way for more cross-border air traffic control zones within the EU.

State aid: Commission takes two decisions concerning Slovenian electricity sector [ full text ]

The European Commission has authorised on 2 February under the terms of EU rules on state aids compensation for so-called “stranded costs” for three Slovenian electricity generators: TE Šoštanj, NE Krško and TE Trbovlje. “Stranded costs” are defined as costs arising from commitments entered into before electricity markets were liberalised. The Commission has also decided to open a formal investigation into the so-called system of preferential dispatching of electricity aimed at boosting renewable energy to assess its compatibility with state aid rules.
