Commission opens the door to Western
Balkans transport network development

At a special ceremony
in Luxemburg on 11 June, Loyola de Palacio, Vice
President of the European Commission in charge of energy and
transport, signed a Memorandum of Understanding on the
development of the South East Europe Core Regional Transport
Network. This MoU opens the door to implementing a major
infrastructure programme for a network of 4300 km of railways
and 6000 km of roads across five Balkan countries. 17 priority
projects have been identified covering railways, roads,
airports and ports. Loyola de Palacio said she is “confident
that we can now work together to develop the transport
infrastructure of the region and contribute through this to
the growth of mutual trust and understanding and the economic
development of the region.”

The Commission authorises a Walloon aid
scheme to promote inland waterway transport

The Commission on
16 June gave the green light to the Walloon aid scheme for
inland waterway transport, which will run from 2004 to 2007
and command a budget of 1.2 million euros a year. The aim of
this new aid scheme is to stimulate the development of inland
waterway transport in Wallonia, as part of the implementation
of a sustainable and environmentally friendly mobility policy.
Any natural or legal person operating in the inland waterway
goods transport sector in Wallonia will be entitled to receive
such aid.

Commission gives green light to the
construction of a new Finnish nuclear power plant

Acting in accordance
with the provisions of the Euratom Treaty, the European
Commission has given on 11 June its favourable opinion
on the establishment of a new nuclear power plant in Finland
and has communicated this opinion to the Finnish authorities.
This nuclear plant is the first to be ordered in the European
Union for over a decade. Construction will start in 2005 and
it will start operating in 2009. It will have an electrical
capacity of 1600 MWe. In giving its positive opinion on the
investment, the Commission took note of the fact that the
project aims to meet new electricity demand in Finland and to
replace aging fossil-fired power plant capacity. The new power
plant should therefore improve the security and diversity of
energy supply both in the region and at the European level.
“This project shows that nuclear energy remains an attractive
economic option if it is properly managed”, said Loyola de
Palacio, Vice-President of the European Commission in charge
of energy and transport. “It also shows the potential of
nuclear energy to make a substantial contribution to
sustainable development by combating climate change. As
recognised by the recent legislative initiatives of the
European Commission, nuclear energy is an acceptable option
provided solutions are found for its wastes and a high level
of safety and security maintained”.

Loyola de Palacio presents the new trends
of the European Energy policy

Loyola de Palacio,
Vice-President of the European Commission and Commissioner for
Transport and Energy presented the new trends of the European
Energy policy in a conference titled: "An Energy Outlook for
Europe – from today into the next 30 years". De Palacio made
her speech in the Workshop of Foratom in Brussels on 15
June 2004. "This evening, I would like to look ahead" -she
said-" I would also like to take a wider view of Europe’s
energy future - a future in which all energy options play a
full and sustainable role in Europe’s economy; and one in
which we, Europe’s consumers, have a greater understanding
about the energy which we use". The main points of the
conference were: the importance to Europe’s energy future of
diversity in our energy mix; durability or
sustainability of our energy policies, and diplomacy or the
international dimension of the EU energy policy.
