Commission takes final decision on state aid to public shipyards in Spain [ full text ]

The European Commission decided on 12 May that aid provided to the public Spanish shipyards is not in line with EC rules on State aid to shipbuilding. The Commission has established that State holding company Sociedad Estatal de Participationes Industriales (SEPI), in 1999 and 2000, granted aid worth €500 million to the civil public shipyards that are today all owned by IZAR. The aid took the form of a capital injection, loans and a purchase price above market value. As IZAR paid back the loans amounting to € 192.1 million to SEPI, the sum to be reimbursed by IZAR will only amount to € 308.3 million, plus interest. The Commission concludes that the above amount constitutes further state aid which, after the approval of a final restructuring package can no longer be approved under the EU shipbuilding aid rules.

The Russian Federation and the European Union discuss their common transport strategies [ full text ]

The Russian Federation and the European Commission have discussed the future of their common transport strategies in the Seminar "The perspective direction of transport strategies harmonization between Russia and EU" that was held in Moscow on 12 May 2004. The event was opened by Mr. Igor Levitin, Minister of Transport and Communication of the Russian Federation, and Mr. François Lamoureux, Director-General for Energy and Transport of the European Commission. Representatives of the Russian Federation, the European Commission and the EU presidency participated in this event, together with Russian and European transport industries.

Job opportunities: European Aviation Safety Agency recruits 25 temporary agents [ full text ]

The European Aviation Safety Agency (EASA) has published 25 new posts of temporary agents to work in the Cologne based institution. The main task of EASA is to ensure a high level of safety an environmental protection in the field of civil aviation. To this end, the Agency will assist the Commission in the latter's legislative and regulatory tasks. The posts include the Internal Audit Manager, Standardisation Manager, Legal Adviser Finance & Procurement, Financial Assistant, Safety Analysis & Research Manager, Communications Manager, technical experts, HR Assistants,   Secretaries, and other posts. The closing dates to deliver application forms are, for certain posts the 18th May 2004, and for others the 28th May 2004.

Loyola de Palacio visits Syria  [ full text ]

Vice-President Loyola de Palacio visits Syria on Sunday 16 May to discuss the future place of Syria in the regional energy networks and its connection with the European Union energy markets. On 13-16 May, Loyola de Palacio, European Commission Vice-President in charge of energy and transport, will visit Lebanon and Syria to meet the highest authorities in the partner countries concerning the development of the region's oil, gas electricity and transport sectors. The Vice-President envisages meetings with the Syrian President Dr Bashar Al Assad., the Prime Minister Mr Mohammed Naji Otri, the Minister of Oil and Mineral Resources Dr Ibrahim Haddad, the Minister of Electricity Mr Mounib Saem Al Dahar and the Minister of Transport Mr Makram Obeid.

Internal Electricity Market: Commission sends reasoned opinion to Greece [ full text ]

The European Commission sent on 07 May a reasoned opinion to Greece for failure to respect European legislation concerning common rules for the internal market in electricity, specifically the provisions on the unbundling of accounts of electricity undertakings. According to the Commission, the Greek electricity company's practice of including the lignite extraction cost into the electricity generation cost may indeed have the effect of distorting competition on the Greek electricity market.
