EU and Israel reach agreement on GALILEO. Under the auspices of the EU, cooperation between Israel and the Palestinian Authority is also taking off [ full text ]

An agreement has been reached between the European Union and the State of Israel on its participation in the GALILEO programme. This agreement was initiated in Jerusalem on 17 March 2004 by François Lamoureux, Director-General of Energy and Transport at the European Commission, and Ra'anan Dinur, Director-General of the Ministry of Industry, Trade and Labour of Israel. During the visit of Mr Lamoureux, thanks to the support of the EU, cooperation between Israel and the Palestinian Authority has led to concrete results with the creation of a joint Israeli-Palestinian office on energy.

Olympic Airways: Initiation of an investigation procedure concerning State aid by Greece [ full text ]

The Commission decided on 16 March  to initiate a formal State aid investigation procedure against Greece concerning Olympic Airways. The Commission has doubts about the arrangements for setting up and privatising a new company to be known as Olympic Airlines and intends to ensure that no State aid is involved. "It is high time to take action: this is the last chance for Olympic Airways. Unless the privatisation process is completed in full conformity with European legislation, the company will have to be placed into liquidation, as was the case with other companies in the competitive air transport market" stated Loyola de Palacio, Vice-President with special responsibility for transport and energy. "I am certain that the Greek Government will cooperate fully with the Commission to avoid the errors which led to this situation" she explained.

Tirrenia: The European Commission authorises lines involving public service obligations [ full text ]

The European Commission on 16 March gave the go-ahead for aid by Italy for companies in the Tirrenia Group (Adriatica, Siremar, Saremar, Toremar and Caremar) on the basis of public service agreements. This aid, which will remain in force until 2008, is intended to guarantee links between mainland Italy and its large and small islands and hence ensure the mobility of the local populations. In addition, the Commission found that compensation granted on certain international maritime links was not compatible with Community law since there was no real need for public services.

Boosting European rail transport: Commission welcomes the agreement on the full opening of rail freight markets  [ full text ]

The European Parliament and the Council finally agreed on the main outstanding issues concerning the Second railway package during a Conciliation meeting held on 16 March 2004. European Commission Vice-President Loyola De Palacio declared: "This is a major step towards the constitution of an integrated European railway area. The proposals made by the Commission two years ago received considerable support from the European Parliament and the Member States. Now we have to put this new framework in place and it is of utmost importance that all stakeholders mobilise to build up the European Railway Agency."

Intelligent Energy Europe Call for Proposals Online on Internet [ full text ]

Under the present Call for Proposals, 41.57 Mio EUR Community support is available for projects on renewable energy, energy efficiency and clean transport. The multi-annual programme "Intelligent Energy - Europe" supports the European Union's policy in the field of energy, in particular to increase energy efficiency and the use of renewable energy sources. On the occasion of the ongoing call for proposals a second Information Day took place on 24 February 2004 in Brussels and on Internet. EP: large number of amendments on the directive on eco-design rules for energy-using products [ full text ]

Clarity, better consumer information and transparency were the guiding principles emphasised by the Committee on Environment and Public Health when it adopted on 15 March a large number of amendments on Monday to a draft framework directive on eco-design rules for energy-using products. Rapporteur Astrid THORS (ELDR, FIN) and her fellow members of the committee argued that the directive was too vaguely worded and should contain more detailed requirements. They also want new rules to give consumers more information about their dishwashers and other energy-using products. The most important amendments were agreed by the major political groups and a compromise will be sought with the Council before the first reading vote in plenary.

Hydrogen economy: new EU hydrogen and fuel cell Quick Start initiative [ full text ]

European Research Commissioner Philippe Busquin presented today current and future key EU initiatives for a transition from a fossil fuel-based economy to a hydrogen-based one at a "Fuels for a future generation" conference held in Brussels. Some €100 million of EU funding, matched by an equivalent amount of private investment, is currently being awarded to research and demonstration projects for hydrogen and fuel cell after the first call for proposals of the 6th EU Research Framework Programme (FP6 2002-2006). This will be reinforced via further calls for R&D proposals worth a public and private investment of €300 million (EU funding €150 million). These projects represent the initial phase and form a basis for the large scale "Quick Start" initiative for hydrogen production and use, which is being launched jointly by Vice-President Loyola de Palacio and Commissioner Busquin. The "European Growth Initiative" earmarks an indicative €2.8 bn public and private funding for these partnerships over the next ten years. The Commission is thus helping to implement the ambitious vision of the European Hydrogen and Fuel Cell Technology Platform, which held its first general assembly on 20 January 2004, under the aegis of Commission President Romano Prodi, and is now developing coherent European research and deployment strategies.
