Commission President Barroso whitdraws his proposal for the new European Commission but institutional continuity of Commission is assured

In his speech of 27 October to the European Parliament, José Manuel Barroso, President-Designate of the European Commission, decided not to submit a New Commission to the approval of the Parliament on 27 October.
The President of the Council of the European Union, Dutch Prime Minister Jan Pieter Balkenende has contacted the President of the Commission Romano Prodi and asked him officially to remain in office until the new Commission is voted in by the European Parliament. President Prodi has agreed to continue in office for the time being in order to ensure institutional continuity.

Air transport / outermost regions: the Commission authorises social aid for Guadeloupe [ full text ]

The Commission decided on 20 October to authorise a social State aid scheme to benefit certain categories of passengers wishing to travel back to mainland France from Guadeloupe, in order to compensate the island’s inhabitants for the continual disadvantage which they face from transport costs that are far higher than those of flights between countries on the continent.

Air Transport / Outermost regions: Commission authorises French aid to Air Caraïbes [ full text ]

The Commission decided on 20 October to authorise French State aid to the airline Air Caraïbes, to equip two Airbus A 330-200 it is leasing to commence air services between the two French overseas departments in the Caribbean and mainland France. The aid is part of a general tax scheme to encourage investment in the French overseas departments. The aid will allow Air Caraïbes to reduce the cost of the capital required to commence the new services.

Commission adopts decision in favour of the development of Gerona airport  [ full text ]

The Commission decided on 20 October to authorise — subject to certain conditions — the aid paid by the authorities of the Autonomous Community of Catalonia to Intermed SL in connection with the start-up of the Gerona-Madrid route. The amount of aid paid during 2002-2005 comes to a total of some 1 million euros. “This is a balanced legal decision: while encouraging regional development, it also advocates greater transparency in the contractual relations between airlines and regional airports”, declared Loyola de Palacio, Vice-President of the European Commission with special responsibility for Energy and Transport.

Decommissioning funds for nuclear power plants: the Commission calls for greater transparency [ full text in French]

The Commission published on 26 October a report on the use of financial resources intended for the dismantling of nuclear power plants, as it had undertaken to do at the time of the adoption by the European Parliament of the Directive on the internal electricity market. It stresses that this is a question that will assume growing importance (by 2025 about 50 to 60 reactors will have to be dismantled out of the 155 currently in use throughout the enlarged EU). The Commission considers it essential to guarantee that the financial resources will be available at the appropriate time and be adequate to meet the decommissioning costs while maintaining a high level of nuclear safety. Moreover, the establishment of the internal electricity market means that these resources should be managed with complete transparency and be used for the purposes for which they were raised.
