European Railway Agency starts its work [ full text ]

The first meeting of the Administrative Board of the European Railway Agency was held in Valenciennes (France) on 15 July. It marks the birth of this new EU body responsible for improving the safety and interoperability of Europe’s railway networks. The first meeting of the Administrative Board of the European Railway Agency, bringing together representatives of the 25 Member States, the European Commission and the actors involved (railway companies, infrastructure managers, railway industry, staff representatives, passenger organisations and railway freight customers), has provided a platform for taking the decisions indispensable for the Agency to start its work and draw up its work programme for 2004-2005.

New funding for the trans-European energy and transport networks, Galileo and Marco Polo from 2007 to 2013 [ full text ]

The Commission proposed on 15 July more than 22 billion euro in funding over seven years for the trans-European transport and energy networks, the Galileo programme and the Marco Polo programme for non-road freight transport modes. "It is high time to give the European Union sufficient budgetary resources to encourage public and private investment in major infrastructure and key technologies in the energy and transport sectors in the interests of a true internal market and greater competitiveness", said Loyola de Palacio.

Commission approves Belgium Flemish aid for the inland navigation sector [ full text ]

IThe Commission authorised on 14 July a Flemish aid which intends to guarantee the access to the Port of Antwerp through inland waterway during the reconstruction works on the Antwerp Ring. The scheme will bear the additional costs for the loading and unloading of containers on inland vessels during the night shift and the two weekend shifts (1st shift Saturday and 2nd shift Sunday) so as not to discourage the inland waterway traffic from and to the Port of Antwerp during the works.

The Commission accepts the extension of the Italian Shipping Register [ full text ]

The European Commission  decided on 14 July not to raise any objections to Italy’s request to extend its international shipping register to include ships carrying out maritime cabotage services in Italy of over 100 nautical miles. The extension of the register to this type of ship, provided for in Italian Law No 326/2003, is intended to extend the range of aid schemes for the ships listed in this register.

EU and Israel seal their agreement on GALILEO [ full text ]

On 13 July, negotiations between the European Union and the State of Israel reached final approval and agreement on the European satellite radio navigation programme was signed by both parties. Welcoming the outcome of the negotiations, Vice-President Ms de Palacio said: “This is a very important step for the development of GALILEO as an international programme and its future use worldwide”.

Single European Sky: Commission proposes a Community licence for air traffic controllers [ full text ]

 The Commission adopted on 13 July a proposal for introducing a Community licence for air traffic controllers. The decision forms part of the implementing rules of the Single European Sky and will contribute to safety and the cross-border provision of air navigation services. “The proposal for a Community licence for air traffic controllers confirms the Commission’s intention to enhance the regulatory framework for the air traffic management industry, which should be in place before the end of 2004, with an initiative on the working conditions in this sector. It also demonstrates the balanced approach of the Single European Sky package to cover social aspects.” stated Loyola de Palacio, Vice-President in charge of energy and transport.

The European Commission is consulting the public in view of presenting a proposal for a Council regulation to establish a Visa Information System (VIS). Commission approves Irish electricity supply scheme under the State aid rules [ full text ]

The Commission approved on 14 July the introduction of a public service compensation mechanism financed by a levy collected from Irish electricity customers. The compensation mechanism, which enters into force on 19 February 2005, will finance short-term measures by the Electricity Supply Board (ESB), the public electricity supplier. ESB will be tasked with the provision of reserve capacity in order to meet short- term peak demand for electricity.

ManagEnergy Broadcast Portal has recently made available two new video recordings on European energy events: The European Conference of Municipal Energy Managers, which took place on 1-2 July 2004, Stuttgart, Germany; and an interview with Mr Gonzalez Finat, Director of New and Renewable Energies and Patrick Lambert, head of unit on Head of Unit for Promtion and Dissemination. In this interview they present present  the Annual ManagEnergy Conference on local energy action  which will take place on October 20-21 2004.
