GALILEO and GPS will navigate side by side: EU and US sign final agreement [ full text ]

The European Union and the United States concluded an agreement on GALILEO and GPS at the end of the Summit held in Ireland on 26 June. The agreement on the promotion, provision and use of the two satellite-based navigation systems and related applications that was signed by Commission Vice-President Loyola de Palacio and US Secretary of State Colin Powell, will allow each system to work alongside the other without interfering with its counterpart’s signals and thus give a huge boost to users worldwide. Vice-President Loyola de Palacio said: “This agreement will allow the European project GALILEO to become the world standard for civil and commercial use of satellite navigation; it will offer the best possible level of services to all users”.

Italy: Commission approves regional aid to restructure road haulage and to develop combined transport [ full text ]

The Commission authorised on 30 June the package of aid measures for the restructuring of road haulage and the development of combined transport notified by the Italian Region of Marche. The objective of the scheme is to provide and modernise regional infrastructure and services, to improve the efficiency of goods transport activities and to develop combined transport. It also intends to reduce environmental pollution and to increase traffic safety. The scheme will be in force for three years with a budget of approximately 880,000 €.

The Commission gives its final green light to a range of aids for Belgian maritime transport undertakings while refusing some of the arrangements [ full text ]

The Commission decided 30 June to approve measures relating to a flat-rate tax based on tonnage or Tonnage Tax and to other tax measures benefiting merchant shipping. However, it refused to endorse certain aspects of the measures in respect of which it had begun an examination procedure, judging them likely to create distortions of competition. The flat-rate tax scheme allows traditional company tax to be replaced by a flat-rate tax – at a low level – determined on the basis of the tonnage of the fleet in question.

Commission urges Member States to speed up opening of electricity and gas markets [ full text ]

European legislation adopted last year sets 1 July 2004 as the date for full opening of the gas and electricity markets for all business consumers. From today millions of businesses throughout the enlarged EU should be able to benefit from competition for their energy supply. However the large majority of Member States are late in implementing this legislation and work still needs to be done to create a level playing field across the 25 Member States. “Member States agreed in 2003 on the legal framework for competitive and fair electricity and gas markets, including effective regulation, unbundling of networks and far reaching consumer protection. It is now up to them to live up to their responsibilities and fulfil the firm engagement they took to open the markets by this month”, Vice-President Loyola de Palacio stated .
