The Commission welcomes the appointment of the Executive Director of the European Aviation Safety Agency

At its meeting in Brussels on 11 July 2003, the Administrative Board of the European Aviation Safety Agency, acting on a proposal from the Commission, appointed Mr Patrick Goudou as Executive Director of the Agency. Loyola de Palacio, Vice-President in charge of energy and transport, stated "This appointment will help greatly to make the European Aviation Safety Agency a credible and effective player in this area. In the coming months, the Executive Director will ensure that the Agency can assume its proper place in the international aviation community."

The Commission tightens up security in airports in Member States

The Commission adopted on 11 July the requirements for the national security quality control programmes in European airports. These measures are intended to give full effect to the aviation security regulation, which will apply in airports from 19 July 2003. Loyola de Palacio, the Vice-President with special responsibility for transport and energy, made the following statement: “Following the events of 11 September, the EU has considerably tightened up the European security rules in airports, and the new regulation adopted today completes the arrangements by laying down requirements concerning the quality control of the rules introduced by the Member States. The level of security in European airports will therefore be strengthened even further.”.

Nuclear energy: the Commission approves the strengthening of international cover for nuclear risk

The Commission has given the green light for extending international cover for nuclear risk. To do this, it has adopted on 11 July two proposals for decisions authorising the Member States which are Parties to the Paris Convention to sign and ratify, in the interest of the Community, the Protocol amending the Paris Convention on third party liability in the field of nuclear energy. This Convention, which was concluded in 1960, lays down requirements concerning the third party liability of nuclear operators and the rules for the compensation of victims in the event of an accident. The new Protocol will make it possible to increase compensation for the victims of nuclear accidents and to broaden the scope of the Convention. It will supplement the Community environmental liability regime which is in the process of being adopted.

EU Solidarity Fund: Commission proposes EUR 8.6 million for Spanish regions hit by “Prestige” disaster

The European Commission decided on 16 July to seek the agreement of the Council and the Parliament to mobilise the European Union Solidarity Fund (EUSF) for granting emergency aid of € 8.6 million to Spain. The grant is proposed to be used primarily for reimbursing the cost of the emergency clean up measures following the disaster caused by the sinking of the “Prestige”, which is affecting the coastal areas of the four northern autonomous regions of Spain (Galicia, Asturias, Cantabria and the Basque Country) including some islands off the Atlantic coast and the estuaries of the Spanish rivers leading into the Atlantic sea.
