Energy efficiency: labelling of electric ovens and air-conditioning systems compulsory in 2003

As from 2003, manufacturers of electric ovens or air-conditioning systems will be required to place a label indicating the energy consumption of products displayed for sale. This decision, adopted by the Commission on 16 May 2002 will help consumers to save energy and thus contribute towards increasing the EU's security of energy supply and combating climate change.

Free movement of goods: infringement procedure against Germany concerning light quadricycles

The European Commission has decided, on 15 May 2002 to formally request Germany to amend its provisions on driving licences for light quadricycles. Under existing German rules, quadricycles which are fuelled by petrol can be driven not only by holders of a "B" driving licence (passenger vehicles) but also by holders of the former "Klasse 5" licence, which was easier to obtain than the current "B" licence. By contrast, diesel-powered quadricycles (which are mostly manufactured in Member States other than Germany) can be driven only by holders of "B" licences. The Commission believes that these provisions have a discriminatory effect with respect to quadricycles manufactured in other Member States and therefore contravene Articles 28 to 30 of the EC Treaty, which prohibit any unjustified obstacle to the free movement of goods. The Commission's request will take the form of a reasoned opinion, which is the second stage of the infringement procedure provided for in Article 226 of the EC Treaty. In the absence of a satisfactory response within two months of receipt of its reasoned opinion, the Commission may decide to bring the matter before the Court of Justice.

The European Parliament adopted on 15 May 2002 the common position on a new regulation amending Council Regulation for the allocation of slots at Community airports, without amendment.

European Parliament approves the maintining of the ECSC statistical system

The European Parliament approved on 15 May 2002 The Commission's proposal for a regulation on maintaining the statistical system of the European Coal and Steel Community after the expiry of the Treaty establishing the European Coal and Steel Community.
