TRANS-EUROPEAN NETWORKS
This activity includes the
following sub-activities:
Trans-European
Transport Network: this sub-activity aims to establish
and develop the Trans-European Transport Network (TEN-T). It is regarded as an
essential policy for the proper functioning of the internal market and for
economic and social cohesion (Articles 154 to 156 of the treaty establishing the
European Community).
The interventions in this field consist in the co-financing of common interest
projects identified in the Community guidelines for the development of the
Trans-European Transport Network (decision No. 1692/96/EC).
The aims are specifically:

to help define projects of common interest,
-
to speed up the implementation by the Member States of the
common interest projects related to the Trans-European Transport Network,
-
to overcome the financial obstacles that may occur during the
project launching phase, in particular by feasibility studies,
-
to encourage both the participation of the private sector in
the financing of projects and the partnership between the public and private
sectors,
-
to guarantee the best financial structure to the projects, by
minimising the use the public funds, thanks to the flexibility of the
intervention methods.
Since
2001, a large part of the Community funding has been structured in a
multiannual programme drawn up by the Commission. This
programme aims to define a level of expenditure under the Trans-European
Networks budget for the period 2001-2006. It will guarantee Community support to
the projects promoters for that period, in particular in the case of projects
started in the form of partnerships between the public and private sectors.
The
programme is ordered in three specific actions.

First specific action
Annex III of the decision
No. 1692/96/EC shows the fourteen projects approved by the European Council of
Essen in 1994. Most of these projects are now reaching the construction phase.
In a limited number of cases, technical studies will be launched before
construction is decided.

Second specific action:
The
GALILEO programme ofor satellite navigation system came into its second
phase i.e., development and validation, which covers the period 2001-2005. It
includes the development of satellites and of control stations on the ground as
well as the validation of the system"in orbit".

Third
specific action
Other projects enjoy
Community support. They are identified under the guidelines for the development
of the Trans-European Transport Network and concernthe elimination of
bottlenecks on the rail network, cross-border projects or other traffic
management projects, in particular the "Intelligent
Transport System" (ITS) for the road and air sectors.
