Goal

To ensure that DG Connect's priority issues are given appropriate attention and time by other institutions.  

Action

We ensure that the DG's priority issues are followed-up and monitored in a timely way by other Institutions in order to achieve the right decisions. Likewise, we ensure that all Institutional players are given the right level of service from the DG. Assess and invest the adequate level of resources to provide efficient intervention, in particular to the benefit of the adoption of sound legislation. Provide a global view regarding the handling of our proposals to the other institutions, i.e. Council, EP, European Economic and Social Committee, Committee of the Regions and National Parliaments. Guide operational units on how best to achieve their institutional obligations. Engage the institutions beyond the usual processes and dossiers both on forward planning and in more far reaching ideas and projects.In 2014, and beginning of 2015, resources will be put in tasks like intelligence gathering, mapping of new MEPs and re-composition and stabilisation of networks. Emphasis will be put on wider monitoing of EP political direction (not only digital but issues likely to affect our portfolio) and explore possible interests/support in other EP committees. Resources will also be devoted to the preparation of the Digital events to take place in July (in Venice) and in September (in Brussels) and to the DAA to take place in June 2015 in Riga.D2 will also need to strengthen its relationship with new MS for their presidencies, in particular those having Presidency of the Council to favour better phasing-in of Commission priorities. The imminent reorganisation of the Council secretariat (planned for July 2014 and again in january 2015) would give a further possibility to improve working relations with that institution.Besides the legal obligations arising from the Treaties (legislative procedures), other references include:

 

Situation

It is particularly important to ensure alignment of the work programme of a given Council Presidency with our priorities. The contacts between the DG and other institutions should be smooth and efficient, leading to successful forward planning and to far reaching ideas and projects. We are an honest broker in negotiations with the co-legislator and do everything possible to prevent files entering into conciliation procedure.  Therefore we aim to ensure first reading agreements or the shortest possible second reading agreements.  In general, the DG' priority issues are given appropriate attention and are followed up in a timely manner by other institutions. The information is provided on time, in most cases of the right quality and sent to the right people. Smoother procedures could however be envisaged, for example in the preparation of Council meetings.
