Build and maintain a shared set of visions (futures) to inform the design of future policies beyond the Digital Agenda and Europe 2020.
Reflections on policy priorities beyond Europe 2020 will start soon. DG CONNECT will contribute by looking at the current trends and the achievements of the Digital Agenda for Europe, but also by drawing inspiration from long term visions stemming from scientific and technological advances and emerging societal challenges cutting across all the research, policy and regulatory dimensions currently addressed by DG CONNECT. DG CONNECT has seldom conducted foresight exercises that look far into the future to anticipate technological developments and their impacts on society. The few examples made so far have addressed specific issues on a relatively short‐term time horizon and addressing the needs of on‐going policies. Digital Futures will complement these approaches by drawing inspiration from long‐term visions (2040‐50) rather than through the incremental projection of current trends. A fundamental shift is required to open up the policy making process to a broaden stakeholder basis (including citizens) and to combine grassroots inputs with traditional expert‐based knowledge. This fundamental shift could naturally lead to resistances as the Futurium model would have a transformative impact on traditional policy making roles.
