Evaluating communication activities is essential to ensure DG Communication's objectives serve the European Commission as a whole. Evaluations provide data, justification and sound knowledge that allow the Commission to plan, design, implement and manage EU communication activities. They enable activities with ambitious objectives and measurable indicators, based on solid evidence. And they allow the Commission to continuously improve its communication products and services.
The 2015 Better Regulation Guidelines set out the quality principles that evaluations should adhere to, as well as how they should be planned and implemented.
In DG Communication, each team is responsible for evaluating its own activities. Coordination and support is provided by the evaluation team in the Coordination and Evaluation Unit (COMM.01). The evaluation plan for the year 2015 is set out in Annex 2 of the DG's Management Plan .
