Tax and Development - Cooperating with developing countries on promoting Good Governance in tax matters (10 minutes)
Andris Piebalgs, Commissioner for Development, will introduce the event by presenting the relevance of domestic revenues for achieving development and the MDG's. He will highlight the importance of tax revenues to provide predictable and sustainable income for development and the role of taxation for state building. The main issues that will be discussed will be outlined and he will give a short presentation of the Communication on Tax and Development that was adopted this year in the frame of the Spring Package.
Speech of Mr Donald Kaberuka, President of the African Development Bank (10 minutes)
Drawing on the messages of this year's African Economic Outlook, Donald Kaberuka, President of the African Development Bank, will present the main challenges to domestic resource mobilisation in Africa and give a sense of how best to address them.

Capacity in tax administration in Africa (5 minutes)
Improving the capacity of African tax administration to collect revenues is central to improve revenue collection. Daniel Sowa Ablorh-Quarcoo, Council member of the African Tax Administration Forum, will underscore the importance of developing local capacity in tax administration and present examples of best practice.
Tackling illicit financial outflows from developing countries (5 minutes)
Raymond W. Baker, Director of Global Financial Integrity, will discuss the magnitudes of illicit money draining out of developing countries and how the retention of these resources can contribute to achieving the Millennium Development Goals.
Taxation and Investment in developing countries (5 minutes)
Krister Andersson chairperson of the Tax Policy Group at Business Europe, will present the perspective of foreign investors towards taxation in developing countries. What are the key features of a tax system to attract foreign direct investment?
