"(…) the management of migratory flows cannot be achieved through control measures only, but
also require a concerted action on the root causes of migration, in particular through the
implementation of development projects in Africa”
Euro-African Partnership for Migration and Development
Rabat Declaration, July 2006

Migration is not a new phenomenon, but its expanding scale in the context of globalisation
raises deep fears. Yet, if managed properly, international migration flows could have a positive
effect on both the host country and the country of origin. Moreover, migration should not be
subsumed to security or economic imperatives. In order to effectively manage migration flows,
strong linkages need to be made between international migration, development, and other key policy
issues such as trade, aid, state security and human rights. The roundtable will therefore address
ways and means to improve the governance of international migration (including through dialogue,
cooperation at different levels and mutual commitments), as well as to better integrate migration
into European development policies.
