9 Intervention Areas

Migration and Development

The EU's goal is to manage legal migration coherently and to address the root causes in countries with high emigration rates (especially low/middle-income countries), mainly targeting:

  • employment issues
  • governance
  • demographic developments.

In economic terms, this means focusing on:

  • reform and job creation
  • improving working conditions
  • improving socio-economic prospects
  • wider access to quality education
  • better vocational training
  • improving management skills
  • encouraging declared work.

The Communication on a global approach to migration (2006) combines all migration/asylum-related EU policies, based on partnership with developing countries involving political dialogue and close practical cooperation.

The High Level Parliamentary Conference on Policy Coherence for Development and Migration, hold in Brussels, in February 2009, was aimed to raise awareness on links between development and migration policies at a time when both developed and developing countries are grappling with the economic and financial crisis and the rapid rise of unemployment.

EU immigration policy – basic principles

  • Prosperity (legal immigration can contribute to the EU's socio-economic development)
  • Solidarity (EU countries should share the financial burden and help countries of origin and transit)
  • Security (immigration rules should be enforced and illegal immigration effectively addressed)

Helping countries of origin

The communication strengthening the global approach to migration: increasing coordination, coherence and synergies (2008), calls to address migration issues in all their complexity through geographical and thematic aspects.

The EU supports efforts to strengthen third countries’

  • capacities to manage legal migration, including by facilitating the work of the national services or of autonomous centres in charge of counselling potential migrants and/or their nationals abroad,
  • initiatives encouraging the positive impact on development from the transfers of migrants' remittances and reducing the cost of remittance transfers,
  • initiatives geared to enabling members of diasporas to contribute to their country of origin and the temporary return of highly qualified migrants,
  • to strengthening efforts to address the root causes of migration, with a special focus on employment issues, governance and demographic developments.
  • explore the relationship between climate change and migration and gain a better understanding of the number of people affected now and in the future

The goal of the current EU cooperation programme with countries of origin on migration/asylum is to help developing countries better manage migratory flows.

The programme does not directly address the root causes of migration but concentrates on capacity building and encouraging joint initiatives where partners from countries of origin, transit and destination share experience and exchange working practices on the various aspects of migration.

CIGEM – cooperation project in Mali

CIGEM is a joint Mali-EU pilot project addressing the impact of employment/training on migration and development in general. It is due to be replicated in other countries and regions.

Why Mali?

  • central position in West Africa (close to countries of transit, origin and destination)
  • Malian government's desire to help Malians abroad

What are its goals?

To help the Malian government formulate a migration policy meeting the needs of migrants:

  • raise awareness of migration
  • provide information, advice and support to potential and returning migrants
  • provide information on legal migration and the prevention of illegal migration
  • realise the economic potential of Malians abroad.
