Sector Approach

This programme/approach aims to devise coherent policies and strategies for a particular sector of a beneficiary country’s society or economy. It involves governments, donors and other stakeholders in a single process and framework.

The sector approach coordinates the development activities of both government and donors (which can involve projects, technical assistance, and budget support.

Sector approaches are led by beneficiary governments, in close cooperation with national stakeholders. They all seek to improve public sector performance in terms of delivering services and using internal and external resources. As a process, they should promote these improvements over time.

The European Commission's instrument for supporting a sector programme - a sector policy support programme - helps achieve commitments made by beneficiary governments and donors who signed the Paris declaration on aid effectiveness.
