Relations between the EU and ACP

DG Development is responsible for EU development policy worldwide and relations with the countries of Africa, the Caribbean and the Pacific (ACP), with a separate strategy for each:

Relations between the EU and OCT's

Part Four of the EEC Treaty created "the association of the overseas countries and territories," (OCT's) meaning the association dates back to 1957. The purpose of this association is "to promote the economic and social development of the countries and territories and to establish close economic relations between them and the Community as a whole." (EU-OCT's relationships)

Instruments for providing Community aid for development

The European Development Fund (EDF) is the main instrument for providing Community aid for development cooperation in the ACP States and OCT s. The EDF consists of several instruments, including grants, risk capital and loans to the private sector. The Cotonou agreement streamlined the EDF and introduced a system of rolling programming, making for greater flexibility and giving the ACP States greater responsibility. The tenth EDF cocerns the 2008-2013 period (Revised Cotonou Agreement).
