Efter fratræden af Dalia Grybauskaité, som er blevet valgt som president for Litauen, er Algirdas Šemeta blevet udnævnt af Litauens regering til nyt medlem af Europa-Kommissionen. Dette er efter aftale med Kommissionens formand, José Manuel Barroso, som har til hensigt at overdrage den finansielle programmering og budget til Algirdas Šemeta. Han tiltræder ifølge forudgående høring i Europa-Parlamentet, som forventes at finde sted i juli.

    Baggrundsinformation:

    Algirdas Šemeta er født den 23. april 1962 i Vilnius, Litauen. Han er Litauens nuværende finansminister og var det også fra 1997 til 1999. Før han blev finansminister, var han generaldirektør for for regeringens afdeling for statistik (2001 - 2008) og arbejdede for regeringen fra 1999-2001. Han har også været formand for sikkerhedskommissionen.

    Article 215, paragraphs 1 and 2 of the Treaty establishing the European Community

    "Apart from normal replacement, or death, the duties of a Member of the Commission shall end when he resigns or is compulsorily retired.

    A vacancy caused by resignation, compulsory retirement or death shall be filled for the remainder of the Member's term of office by a new Member appointed by the Council, acting by a qualified majority. The Council may, acting unanimously, decide that such a vacancy need not be filled."

    Article 4 of the Framework Agreement between the European Commission and the European Parliament

    "Where it becomes necessary to arrange for the replacement of a Member of the Commission during his or her term of office pursuant to Article 215 of the Treaty establishing the European Community, the President of the Commission shall immediately contact the President of Parliament in order to reach agreement on the manner in which the President of the Commission intends to ensure the presentation of the future Member before Parliament without delay and in full compliance with the prerogatives of the Institutions. Parliament shall ensure that its procedures are conducted with the utmost dispatch, in order to enable the President of the Commission to be informed of Parliament’s position in due time before the Member is called upon to exercise duties as the Commission’s representative."

    Article 217, paragraph 2 of the Treaty establishing the European Community

    "The responsibilities incumbent upon the Commission shall be structured and allocated among its Members by its President. The President may reshuffle the allocation of those responsibilities during the Commission's term of office. The Members of the Commission shall carry out the duties devolved upon them by the President under his authority."

    Article 5 of the Framework Agreement between the European Commission and the European Parliament

    "The President of the Commission shall immediately notify Parliament of any decision concerning the allocation of responsibilities to a Member of the Commission. Where the responsibilities of a Member of the Commission are changed substantially, that Member shall appear before the relevant parliamentary committee at Parliament's request."
