Awareness and dissemination of works

Another important element of EU action is aimed at making the people of Europe more aware and appreciative of works of art.

Numerous projects financed through the Union's education and training programmes, Socrates and Leonardo da Vinci, focus on learning and knowledge of art, with partnerships between cultural and educational institutions being established.

One of the objectives of the Culture 2000 programme is to improve citizens' access to and participation in cultural life.
An example of the projects funded under this programme is "L'art à l'hôpital en Europe" whereby, with the assistance of artists, workshops are set up to enable children who are in hospital to help create contemporary works of art. Culture 2000 also supports exhibitions and festivals of contemporary art, such as Manifesta in Germany, and "Les Rencontres Internationales de la photographie d'Arles" in France.

Other initiatives are geared to boosting knowledge of European works.
Projects developed within the Netd@ys context, awareness-raising weeks organised every year since 1997, encourage use of the Internet and new media in education and culture. The plastic arts feature prominently, as does the work of Picasso, while contemporary creations in the field of digital art are also highlighted.

Access to works of art is also supported within the User-friendly information society research programme, with particular reference to "multimedia content and tools", encouraging the use of digital information and the Internet to disseminate and increase the standing of works kept, for example, by museums.

In addition, the European Union supports organisations of European cultural interest.
For example in 2003, it awarded subsidies to "EU-NET ART", a European network which supports hundreds of cultural organisations in 28 different countries in order to encourage visual arts as well as music and the media for children and young people in Europe.

As part of its regional development policy, the Union also helps to fund cultural facilities and services : buildings, museums, Internet-based services targeting artists or the general public, etc.
