The European Union has signed many cooperation agreements with non-member countries all over the world.
Culture is not only one of the most important elements in the economic
and social development encouraged by such agreements, it also plays a
key role in establishing democracy and stability in these non-member countries.
The Culture 2000 programme also provides funding for European-themed
cultural projects (such as festivals and exhibitions) in non-member countries
which are not official participants in the programme.
In parallel with these cooperation initiatives, the European Union also plays a role in international negotiations concerning cultural issues.
