- An independent evaluation is carried out by external consultants on behalf of the European Commission. The Commission must then submit a final report on the year to the European Parliament and the Council (see EU evaluations). These reports are a requirement under the 2006 Decision on the Capital of Culture.
- Most Capitals of Culture also carry out their own evaluation of the year; recognising the importance of evaluation, in recent years cities have tended to commission independent evaluation reports.
- Moreover, the Commission commissioned an analysis and synthesis of the events "European Capital/City of Culture" and "Cultural Months" for the years 1995 to 2004, on the basis of documented information.
