International cultural cooperation - Emerging and industrialised countries

The EU's cultural cooperation with China, India, Brazil, Mexico, Russia and other emerging-economy countries is built around:

  • cultural provisions in international agreements (e.g. partnership & cooperation agreements (PCAs) and long-term strategic programming tools (e.g. country strategic papers and action plans)

  • sustainable policy dialogues (e.g. on the legal & regulatory environment for the emergence of creative industries)

  • use of existing cooperation mechanisms for culture, e.g. Indian Culture for Development Fund, EU-Mexico Cultural Fund, or ENPI for Russia

  • bi-regional cooperation mechanisms, e.g. Asia-Europe Meeting (ASEM) and Asia-Europe Foundation (ASEF).

In addition, the Special Action of the Culture Programme for Third Countries can support cooperation projects in a number of emerging or industrialised countries
