At the end of 2007, the European Parliament voted an additional line on the 2008 budget of the European Union dedicated to supporting the environment for the mobility of artists through a new pilot project
The first element of this pilot project consisted in a feasibility study on a Europe-wide information system
concerning the different legal, regulatory, procedural, fiscal and financial aspects of the transnational mobility in the cultural sector.
This study was carried out by ECOTEC Research & Consulting Ltd for the European Commission. Its aims were notably:
- to analyse the precise needs of artists and cultural workers in this respect and to provide an overview of existing information systems;
- to identify the gaps in the functioning of existing information systems;
- to make recommendations to national and European actors for remedies to fill these gaps with a view to setting up a Europe-wide system of information
