This initiative is part of the European Union's ongoing commitment to engage in closer cultural relations with emerging partners of the EU, who share a community of views with Europe on important political and cultural governance issues, such as cultural diversity, particularly in the light of the 2005 UNESCO Convention on this same matter.

. The cooperation projects to be co-financed through the call are bi-annual (20011-2013) and shall involve cultural cooperation with Mexico's cultural organizations and involve cultural activities carried out in Mexico. The total budget granted for this call for proposals should be EUR 1.6 million and the maximum duration of projects is 24 months (2011-2013). The level of EU co-financing shall not exceed 50 % of eligible costs associated with each project (maximum ceiling of EUR 200.000 per project). Projects must involve a minimum of three co-organisers drawn from three different countries taking part in the Culture Programme and involve cultural cooperation with at least one partner from Mexico with at least 50% of the project output coming from that country.
