Evaluation in the European Commission
In its Communication on Evaluation setting out the Commission's evaluation policy, evaluation is defined as a judgement of interventions according to their results and impacts, in relation to the resources mobilised and the needs they aim to satisfy. Evaluation focuses first and foremost on the results and impacts of Commission activities.

It contributes to the design of interventions by providing input for setting
political priorities and assists in an efficient allocation of
resources, in improving the quality of interventions and reporting on their
achievements.

Evaluation of the MEDIA Programme
"Community support is more necessary than ever"
Community Intervention in the audiovisual sector since MEDIA I has been based on an assessment of the structural needs of the sector. This approach is still valid, as is shown by the initial results of MEDIA Plus, MEDIA Training and i2i audiovisual. Indeed, one of the conclusions of the mid-term evaluation of the Media Plus and Media Training programmes is that Community support is more necessary than ever to respond to the increasing need of audiovisual sector and to sustain an industry playing a major role in shaping the European cultural horizon. The sector also has a high economic potential that should be fully exploited within the single market and worldwide.
