Public Consultation on a future European Union MEDIA Programme
Title: Consultation on a future EU MEDIA programme (support for the European audiovisual sector)

Target group(s): The consultation is open to individual citizens, public and private bodies, local/regional authorities, ministries and relevant stakeholders in the audiovisual sector both inside and outside the EU and in the European institutions and associations.
Period of consultation: from 24.09.2010 to 30.11.2010
Objective of the consultation:
To gather input on the next round of the MEDIA programme after 2013, especially its objectives, activities and types of support.
This online consultation is just one part of the wider public consultation, responses to which will be taken into account in the Commission's proposal for a new MEDIA programme (to be adopted by the European Parliament and Council), following an assessment of possible social, economic and environmental impacts.
The MEDIA 2007 Programme (2007-2013)
The MEDIA 2007 programme plays an important role in supporting the European audiovisual industry. Its objectives are the following:
- to preserve and enhance European cultural diversity and its cinematographic and audiovisual heritage, guarantee accessibility to this for Europeans and promote intercultural dialogue;
- to increase the circulation of European audiovisual works inside and outside the European Union;
- to strengthen the competitiveness of the European audiovisual sector in the framework of an open and competitive market.
The MEDIA 2007 Programme comprises a series of support measures for the European audiovisual industry focusing on:
- training of professionals;
- developing production projects;
- distributing films and audiovisual programmes;
- promoting films and audiovisual programmes;
- supporting film festivals.
The context
The European audiovisual sector has to address a number of strategic issues, in particular the reinforcement of its competitiveness, the adoption of new technologies and new economic models.
The key challenge for the future MEDIA Programme will therefore be to address the needs of the audiovisual industry in order to adapt to the new context, and to help it find new ways of creating value and driving revenues.
Furthermore, there is a need to see how the future Programme's objectives and action lines should be revised in the light of current developments so they:
- respond to current European and global developments and exploit the audiovisual sector's potential to contribute to the Europe 2020 strategy for smart, sustainable and inclusive growth;
- ensure the greatest possible structuring and multiplier effects through its funding, which should have a real European added value.

An interim evaluation of the MEDIA 2007 Programme (2007-2013) was carried out by a consortium of two companies EUREVAL and Media Consulting Group (MCG) on behalf of the European Commission. A public meeting with relevant stakeholders from the audiovisual sector will be held in Brussels at the beginning of 2011.
The Commission will take this consultation into account when drafting its proposal in view of establishing a Decision of the European Parliament and Council for a new Programme of support for the European audiovisual sector from 2014 onwards.
