SHOWING FILMS IN EUROPEAN SCHOOLS

The European Commission is currently developing its media literacy policy, especially the inclusion of media literacy in school curricula. Film literacy is an important subset of media literacy. The Commission has noticed that the availability of films and other audiovisual content for educational use is an obstacle to film literacy education. To support policy development in this field, the European Commission is in need of more information on the situation for educational use of audiovisual content in schools throughout Europe. The Commission therefore seeks assistance in the form of a report mapping obstacles and good practices within the field.

The objective of the study will be three-fold:

Firstly, it should provide the European Commission with a European-scale experts' study which identifies and analyses the existing situation concerning the use of audiovisual content in schools in Europe. This will include both curriculum and extra-curriculum use of such content in schools, not including higher education.

Secondly, it should identify obstacles and good practises for the use of films and other audiovisual content in schools, including licensing models for educational use.

Thirdly, it should provide the Commission with recommendations on how to strengthen its work within the context of media literacy policy, and in other policy fields.

The contractor shall execute the tasks assigned to him in accordance with the tender specifications.
