Eligible actions:
The following action is eligible under this call for proposals:
The theatrical (cinema) distribution of a non-national feature film. The film must have been majority produced by a producer/producers established in countries participating in the MEDIA programme and made with a significant participation by professionals from those countries. The film must be a recent work of fiction, animation or documentary more than 60 minutes long and from a different country than the country of distribution. Films with a production budget of more than EUR 15 million are not eligible.
For the film to be eligible, its first copyright must not have been established before 2010.

These guidelines explain how to submit a proposal. Please read them carefully before filling in the application form.

Applications
The applicant must apply through the e-Form AND in paper form (application package)
E-Forms must be filled in and completed on-line by 12:00 (noon, Brussels time) on the date of the relevant deadline. If the e-Form is not validated by 12:00 on the date of the deadline, the application will be INELIGIBLE.
WARNING Please note that the system will shut down at 12:00 (noon, Brussels time) and that it will be impossible to submit an E-Form after that time. It is strongly recommended that you not wait until the last minute. In the event of a technical problem, please see below under 'Support and assistance".

Application Package
In addition, an application package needs to be sent to the Agency's address by the relevant deadline. For complete information on the application procedure, please refer to section 13 of the Guidelines and to the checklist attached to the declaration on the honour.
The application package must contain the following:

If you are coordinator:
A print out of the e-Form. If it prints as DRAFT, this means that the process has not been completed and that the e-Form is NOT VALID.
The acknowledgement of receipts of the e-Form.
A DVD copy (or any other format available) of the film. (The submission of a copy of the film is compulsory for the eligibility of the film to be confirmed.)
A short synopsis (max 2 pages).
The production costs and the financing plan of the film. -
If you are distributor:
A print out of the E-Form. If it prints as DRAFT, this means that the process has not been completed and that the e-Form is NOT VALID.
The acknowledgement of receipts of the E-Form.
The Budget Form

Company form 2013 and all its annexes (once a year)

The distribution agreement for the territory applied for (complete copy, with annexes and without any deletion) with the hand written statement "Copy certified as conforming to the original" signed by the statutory legal representative of the company.
The distribution agreements must respect the rule regarding the treatment of the MEDIA support. See section 5.1 of the Guidelines and the agency statement

Call for Proposals
The announcement in all official languages of the EU was published in Official Journal No C300/5 of 5 October 2012
A corrigendum was published in all official languages for the EU in Official Journal No C42/11 of 14 February 2013 in order to extend the latest date of submission from 1st April to 4th April 2013.
