It is from 1991 onwards that the Treaty establishing the European Union, through its article 128 (now article 167), gave culture a place of its own.
This article defines the role of the EU in the cultural field and sets out four main objectives:
- Contributing to the flowering of the cultures of the Member States, whilst respecting their national and regional diversity and at the same time bringing the common cultural heritage to the fore;
- Encouraging contemporary cultural creation;
- Taking the cultural dimension into account more in all Community policies;
- Encouraging cooperation between the Member States and with third countries and international organisations.
It is on the basis of this article that the new Culture Programme is established by the Decision No1855/2006/EC of the European Parliament and of the Council, published in the Official Journal n° L 372 of 27 December 2006. This decision has been amended by Decision n° 1352/2008/EC of the European Parliament and of the Council, published in the Official Journal n° L 345.
Moreover, in EUR-Lex, you will find legislative texts and documents published in the Official Journal of the European Communities in the field of culture.
