CONCEPT

The leaders of the EU and China have agreed on a joint concept for the 2012 EU-China Year of Intercultural Dialogue as an opportunity not only to promote cultural exchanges but also all forms of people-to-people contacts and mobility.

The Year is expected to contribute to mutual understanding as well as to policymaking in the fields it covers, i.e. culture, education, research, exchanges between intellectuals, multilingualism and youth.

It will be an occasion for celebrating intercultural relations, but also an opportunity to promote policy and civil society dialogue, thus triggering long-term benefits for EU/China relations.

The Year will cover not only those policy issues which have a direct impact on cultural sectors, but also those which can contribute more broadly to building an environment conducive to exchanges and mutual understanding.

The Year is expected to contribute to civil society dialogue between the EU and China through a pooling of efforts and identification of synergies with existing and planned projects. This will be implemented through a labelling process.

New initiatives can be developed using existing sources of funding, in particular:

MEDIA Mundus

The objective of MEDIA Mundus is to strengthen cultural and commercial relations between Europe's film industry professionals and their counterparts anywhere in the world. MEDIA Mundus has EUR15 million available in the 2011-2013 period to fund projects put forward jointly by European professionals and partners in third countries.

The programme focuses on projects which strengthen skills, information and knowledge sharing, and build sustainable networks. It assists the film industry professionals in finding partners for co-productions, and encourages international sales and promotion of audiovisual works. It is also designed to improve the circulation and exposure of audiovisual works worldwide and increase public demand for culturally diverse audiovisual content.

MEDIA Mundus is an expression of the EU’s commitment to the UNESCO Convention on the Protection and the Promotion of the Diversity of Cultural Expressions, which entered into force on 18th March 2007. One of the aims of that Convention is to strengthen international cooperation "with a view to ensuring wider and balanced cultural exchanges".

EU-China Trade Project (EUCTP)

The EU-China Trade Project (EUCTP) was launched in 2004 by the European Commission and the Ministry of Commerce of the People’s Republic of China. The goal is to bring EU-China trade relations and mutual understanding even closer by supporting China's continued integration into the world trading system and assisting its institutional, policy and regulatory reform process.

This is the EU's largest trade-related technical assistance project worldwide with EUR20.6 million in joint funding over five years, supporting more than 100 projects covering social and economic reform, sustainable development and good governance.

The EUCTP funds a range of activities, including conferences, seminars and workshops, training programmes and studies, as well as study visits to Europe and internship placements.

In the past, these have had a strong focus on trade and associated issues, such as intellectual property rights, industrial policy, competition policy, government procurement, agriculture and customs, and sustainable trade.

  • In recent years, the EUCTP has been extended to include initiatives involving the cultural and creative industries.
