On 30 November, an initial exchange of views on the proposal for a decision establishing the Culture 2007 programme took place within the Committee on Education and Culture of the European Parliament, with Mr Graça Moura as rapporteur.
Under Article 151(5) of the Treaty, on which the proposal is based, the text must be adopted in accordance with the co-decision procedure, i.e. jointly by the European Parliament and the Council, with the latter acting unanimously.

Actions to preserve and commemorate the main sites and archives associated with deportations
The Commission has just published its call for proposals, for which a budget of €800 000 has been earmarked for 2005.
Apart from aiming to preserve and commemorate the main sites and archives associated with deportations, the projects funded under this call for proposals should explain to present and future generations why, how and what happened in the former camps and other places of mass-civilian martyrdom and extermination.
Projects must, in particular, help to improve knowledge and awareness of the history and culture of the peoples of Europe at that time.
Closing date for the submission of applications: 28 February 2005.
Two other calls for proposals
Two other calls for proposals may well be of interest to European cultural operators:
The first, under the 6th framework programme for research, concerns an action for the protection of the cultural heritage.
Closing date for the submission of applications: 1 February 2005.
The second, under the EuropeAid programme, relates to cultural cooperation with developing countries.
Closing date for the submission of applications: 4 January 2005.
