Culture 2000 is aimed at
culture professionals from the European Union and 13 associate
countries. It was established to encourage cooperation between
artists, promoters and other partners in the field of culture. Its
objectives are to highlight cultural identity and diversity in Europe
and to promote the dissemination of works.

In Alexandria, legend becomes reality once again as its
great library is restored to the city…
This project highlights the fact that Egypt, the meeting point of three continents, is at the heart of a cultural melting pot. While the idea for the project was the result of collaboration between the Egyptian Government and
UNESCO, it was implemented thanks to considerable international aid and support.
This cooperation went further than the library project, leading to a series of multicultural events.
Two of these projects received funding from Culture
2000. The Ptolemaia festival in 2000 celebrated intercultural dialogue in all its forms. Then, in 2001, Alexandria, The Mediterranean consisted of a series of events to highlight the historical heritage of Alexandria, which has evolved as a cosmopolitan city.
Eighth
Baltic triennial of contemporary art
The
eighth triennial was held in Vilnius from 14 September to
3 November 2002. This event was begun in 1979 at the initiative of
the Vilnius Centre of Contemporary Art and is intended as a forum for
dialogue on contemporary art, bringing together theoreticians, artists
and the public, the different artistic disciplines, and particularly
east and west. The closer relations between the two halves of our
continent are illustrated by the fact that this year around half of the
forty artists invited are from the countries of eastern Europe and by
the involvement of the Danish
Contemporary Art Foundation and the Institut
für Auslandsbeziehungen in organising the event. This collaboration
was funded by the Culture 2000 programme and has allowed the experience
of these two partners in the field of logistics and communication to be
put to good use, leaving the Vilnius Centre of Contemporary Art to take
care of the artistic organisation and the choice of theme (this year the
"centre").

DEPARTS
The
dance company Rosas, which was set up
in 1983 by the choreographer Anne Teresa de Keersmaeker and is currently
in residence at La
Monnaie, has taken an interdisciplinary and international approach to
contemporary dance.
Its
school, PARTS, set up
DEPARTS in 2001, an assistance scheme for mobility which is supported by
Culture 2000 and is designed to allow foreign students to train there.
At
the same time the company is also involved in many artistic cooperation
networks, as confirmed by the Rosas
XX exhibition, which is also supported by Culture 2000. This
exhibition was the result of collaboration with Im
puls Tanz, Stichting
Hollandfestival and the Théâtre
de la Ville, and it addresses the relationship between dance and
visual arts, as illustrated by a photograph and video display of the
choreographer's career. After its showing in Brussels, Rosas XX will move
to the museums and galleries of its partner towns.

Culture
2000
Number
of applications received for 2003
The
2003 call for proposals was open until 15 October 2002 for annual
projects (Action 1) and until 31 October 2002 for multiannual projects
(Action 2). The Commission received 507 applications relating to
the first action and 144 relating to the second. The examination
procedure is now under way. It takes place in several stages in
order to ensure that the selection is as objective as possible and
in line with the rules of good financial management: verification
that the projects comply fully with the criteria, qualitative evaluation
by panels of independent experts, financial check, submission to
the programme's management committee, consultation of the European
Parliament followed by the other relevant departments of the European
Commission.
Future
of the Culture 2000 programme
A
working group has been set up to consider the future of the Culture
2000 programme and make proposals on different forms of cultural
cooperation. This group, which consists of ten or so experts from
the field of culture, will meet regularly until spring 2003. The
first meeting was held in Brussels on 28 October 2002. The Commission
is also preparing to begin a public consultation on this subject
at the start of 2003.
Out
and about with Culture 2000
Council
of Ministers of Culture held on 11 November 2002
The
Council approved the draft resolution on added value and mobility
submitted by the Danish Presidency. This text is intended to clarify
the concept of "European added value", which is at the heart of
Community action in the field of cultural cooperation, and to help
identify the most appropriate ways to further encourage the mobility
of artists and their works.
