Electric shock,
Fire

This product poses a serious risk of electric shock and fire because when the product is switched on for some hours per day, it attains a temperature sufficient to melt the glue which loses its adhesion, allowing for the cover and tube to be pulled away effortlessly. Once the tube is pulled out, the bare electrical connections are easily accessible. In addition, the on-off switch is a push-fit version and can be removed without the use of tools, thus also exposing the bare electrical connections.

There are two reported incidents of night lights catching a fire and causing damage to property.

The product does not comply with the Low Voltage Directive and the relevant European standards.

Compulsory measures: Sales ban ordered by the authorities

Choking

An examination of the soft toy hot-water bottle showed that the stopper of the hot-water bottle could be swallowed or breathed in by children because of its size. If the screw-in stopper enters a child's airway, it can cause death by choking. The product is clearly intended for children below 36 months. The manufacturer cannot contradict this, not even by including the warning "contains small parts that may be swallowed – not suitable for children under three years old". Toys for this age group must not contain parts that may be swallowed.

This product does not comply with the Toys Directive and the relevant European standard EN 71-1.

Voluntary measures: Voluntary stop of sales

Choking

This toy is considered unsafe because the small parts which come off easily may cause children to choke. This product does not comply with the Toys Directive and the relevant European standard EN 71-1.

Compulsory measures: Withdrawal from the market ordered by the authorities

In order to give a better view on the overall level of enforcement, including the follow-up activities of the national market surveillance authorities, the Commission RAPEX team has decided to publish on the RAPEX website also the names of the countries that have found the notified product on their market and have taken appropriate measures (and have submitted a reaction to a RAPEX notification as a consequence).

Information about the reacting countries is available in the RAPEX weekly overviews in the column 'Products were found and measures were taken also in'. The Commission RAPEX team will publish reactions sent (from May2009 onwards) to 2009 RAPEX notifications.
