Chemical

This product poses a chemical risk to consumers because it contains 7.1% dibutylphalate which may cause harm to the unborn child and impaired fertility. Phthalates have a negative effect on the development of male/female reproductive organs. Especially children are vulnerable as their body is developing and can be negatively affected by these toxic substances.

Voluntary measures: Voluntary withdrawal from the market.

Burns

The notified products are appealing to children who will mistake them for toys which could lead to small children either burning themselves or causing a fire. Lighters do not have any warnings indicating that they are lighters.

Voluntary measures: All lighters in wholesalers surrendered.  

Compulsory measures: All lighters in wholesalers surrendered.

On some AVEO vehicles, fuel feed tubes and fuse blocks may fracture during a severe frontal crash event what may cause fuel pump to continue to operate after the crash.

Injuries

Water may enter into the front suspension lower ball joints in the affected vehicles. This can cause the ball joints to corrode and separate. Ball joints separation can result in a loss of steering control and could cause a crash without prior warning.

Electric shock

This product poses a risk of electric shock because:

- the housing of the appliance can be opened using ordinary tools;

- the lead cross-sections are too narrow;

- the cables are identified with the wrong colours;

- the soldered connection is defective;

- the neutral conductor contact on the coupler socket is unsatisfactory;

- required markings are missing.

This product does not comply with the Low Voltage Standard.

Compulsory measures: Withdrawal from the market ordered by the authorities.

Enforcement is a top priority of the EU Consumer Policy Strategy 2007-2013. Both measures leading to RAPEX notifications and measures which come to the attention of the Commission and other Member States as reactionsare indications of enforcement activity in the Member State concerned.

Information about the reacting countries is available in the RAPEX weekly overviews in the column 'Products were found and measures were taken also in'. The Commission RAPEX team will publish reactions sent (from May2009 onwards) to 2009 RAPEX notifications.
