The product was examined according to the requirements of the Low voltage Directive 73/23/EEC and has been found in non-compliance with the requirements of the applicable standards because:

a) The rise of temperature at inner wiring was 129 K, with upper limit 50 K (risk of fire)

b) During the test the resistant melted and touched the plastic base of the appliance (risk of fire)

c) The earth cable conduit is shorter than the current ones (risk of electric shock)

Electric shock

The product poses a risk of electric shock because: - the luminaire has inadequate protection against electric shock; the wiring protected by single layer insulation is in contact with accessible components; - the luminaire failed the electric strength test; the insulation broke down when a test voltage of 2100 V was applied; although it should withstand 3710 V for 1 minute; - the supply cord is unsuitable as it had inadequately sized conductors; - the lamp connections are glued into position so the lamp cannot be safely and easily replaced; - the markings and instructions are insufficient to allow safe usage/maintenance. The product does not comply with the Low Voltage Directive and the relevant European standard 60598.

Compulsory measures: Confiscation of the products and press release issued by the authority.

Electric shock

The product poses a risk of electric shock because:

- the instructions relating to the replacement of the lamps are misleading since the product has non-replaceable lamps. When trying to replace the lamps the user faces the risk of electric shock;

- according to the labelling on the packaging the product is suitable for both indoor and outdoor use although, the product is not protected against ingress of water, which is required for out door use;

- the wire inlets of the flashing unit are not rounded, thus the wires can get damaged;

- the cross section area of the cores is less than required and the cord anchorage is missing.

The product does not comply with the Low Voltage Directive and the relevant European standard 60598.

Burns

By the appearance of the product the purpose of the intended use is not obvious. This product is a novelty lighter according to the standard EN 13869:2003. There were no instructions for the safe use in Hungarian attached to the product. It can accidentally ignite for example in a pocket, or the flame may unexpectedly burn the user. It might also be appealing to children as well. Taking into account the normal use the lighter presents unacceptable risk for the users and may cause burning injury to them.

Injuries

The perception and the recognition of the user of a warning vest is not ensured due to the non-respect of the factor on glow density and the reflection values. The recognition during day is achieved through the fluorescence of the background colour of the warning clothes, in this case the yardstick for the recognition at daylight is the factor on glow density. In the dark the recognition is achieved through a beam light on the reflection material. The yardstick for the distinct recognition in the dark is the value on retro-reflection. These products does not comply with the relevant European standard EN 471.

Injuries

Under certain circumstances, due to a software issue, the product can unexpectedly apply reverse torque to the wheels, which can result in a rider falling and potentially suffering injuries. That this can occur in two situations: during a safety shutdown of the product, or when the rider exceeds the programmed speed limit. Both situations involve specific sequences of events under narrow timeframes, and require that the handlebar be tilted back by the speed limiter and the rider come off and then back onto the rider detect switches on the riding platform within a short period of time combined with a traction control event. At least 6 incidents have been reported resulting in injuries to the head and wrist of users.

Voluntary measures: Voluntary corrective action taken by the producer.

Electric shock

This product poses a risk of electric shock because the mains cable can be pushed into the appliance, where it may get into contact with hot heating elements. The cord anchorage is placed far away from the opening of the cable inlet (approx. 5 cm), thus during the moving of the appliance (e. g. during pressed against wall or furniture) the mains supply cable can be freely pushed into the appliance (also even by hand). If the insulation gets damaged due to contacting with hot elements then the damaged wire becomes accessible when moving the appliance or it can get into contact with metal surfaces. Since very vulnerable people (elderly) can also use this product and hazard is not obvious, moreover there is no adequate protection and warning the outcome of the risk assessment is serious risk. In addition, the Hungarian instruction for use does not refer to the product concerned, therefore it only has instruction for use in foreign language.

Compulsory measures: Withdrawal from the market and recall from consumers ordered by the authority.

1. Metal screws ends and margins of metal fastening of wheel bracket are abrasive and margins of the plastic details are abrasive and with splinters (using tricycle such margins could make lacerated wounds for children), which does not comply with Paragraphs 4.7 and 5.1 of the Standard EN 71-1:2006. Child can get serious injuries against the protrusions of not rounded ends of screws, and sharp and abrasive edges of steering console and plastic elements.

2. It is possible to fit in 5 mm bar between the wheel and the metal body, but 12 mm bar is not possible to fit in, which does not comply with Paragraph 4.15.1.6 of the Standard EN 71-1:2006. As a result, deep cuts and wounds can be caused after inserting fingers between the wheel and metal frame.

3. It is possible to take off the cap of battery box without any tools, which does not comply with Paragraph 14.7 of the Standard EN 62115:2005 A. As a result, child can open it and reach batteries which can be extremely dangerous in case they are placed in mouth and swallowed.

Injuries

The car poses a risk of injury because water present in fuel pump connector at time of connection of the harness coupler causes rapid corrosion of the pump electrical terminals. In such a case, the pump terminal fails and the fuel pump stops so the car engine does not start. If the vehicle is in motion when this happens, the motor engine will stop abruptly, yielding an increased danger of a car accident. The rapidity and the probability of the corrosion depend on the temperature and the humidity of the atmosphere. The higher the values of these two parameters are, the more rapidly the corrosion will occur. The high quantity of electrical charges accelerates the corrosion. The corrosion is not easily noticed by eye, since the terminals are covered with plastic cover. If the corrosion is not perceived in time, the car engine stops abruptly, since the pump fails to provide fuel to the engine.

There are no instructions attached to the product in Hungarian. The product complies with the definition of a novelty lighter in the European standard EN 13869.

- the fuel is vented via the fuel cap directly in front of the rider which has health, machine control and fire hazard implications;

- the fuel pipe is insecure and fouling the rear suspension spring, which will lead to premature failure of the pipe and fuel leakage;

- the drive chain and rear sprocket are insufficiently guarded; - given that the securing nuts and bolts, both at front and at the rear, are devoid of any locking device, insecurity of the nut in regard to its attachment bolt is almost inevitable due to usage and engine/machine vibrations;

- the handlebar mounted engine stop does not have an additional action to re-set and there is no speed-limiting device.

The product does not comply with British standard 7407.

Compulsory measures: Suspension of sales ordered by the authority pending corrective action.
