- it is possible to remove parts acting as additional insulation without damaging them;

- casing used for additional insulation is not appropriately or securely set in place;

Explosion

There is evidence of failure of stops designed to prevent over rotation of the burner head. Over rotation of the burner head may lead to damage to the gas supply capillary thereby causing a risk of explosion.

In addition, failure to provide safety critical information required by EN521 and the Gas Appliances (Safety) Regulation prevents the purchaser from being able to make safe use of the appliance.

Voluntary measures: Voluntary corrective actions taken by the importer.

OECD Portal Category:

Explosion

The product poses a risk of explosion because there is a risk of gas leakage between the gas canister and the burner. The gas can then escape through the top of the plastic house and be ignited by the burner. This can cause the plastic house to soften and the burner to start tilting to one side which further can lead to ignition of a rather large quantity of gas.

The product does not comply with the Gas Appliance Directive and the relevant European standard EN 521.

At least four accidents have been reported, including accidents that caused personal injury and total damage by fire to a house.

Compulsory measures: Sales ban and withdrawal from the market ordered by the authority.

Fire,
Injuries

In pure hot water mode (summer mode), it is possible that the heating system may overheat, which in extreme cases may lead to a fire in the vehicle interior.

A possible malfunction of the heating system can lead to the overheating of casing parts. In extreme cases, this may lead to a local fire. The thermal overload can lead to a noticeable smell developing. The manufacturer recommends not using the heating system until it has been examined.

Voluntary measures: Voluntary corrective actions taken by the importer.

Injuries

The gearbox may fail to lock when the gearshift lever is put into the parking position “P”, which could lead to the vehicle moving if the handbrake is not activated.

In the case of the Discovery 3, in addition to this defect, the vehicle is equipped with xenon headlights without the system of automatic dynamic height control that is required by law. The rolling away of the vehicle when in the parking position may lead to collisions with other vehicles or pedestrians and cause traffic accidents. The lack of automatic dynamic height control for the xenon headlights of the Discovery 3 could reduce visibility for the driver or blind other vehicles, thereby increasing the risk of accidents.

Voluntary measures: Voluntary corrective actions taken by the importer.

Injuries

These cars pose a risk of injuries.

Due to incorrect programming of the electronic control unit (ECU), the seat-belt pre-tensioner for the right side of vehicle is disabled instead of the passenger’s airbag in the affected vehicles when the “airbag manual on-off system” is turned off. This poses a risk of injuries for the co-passenger due to non-function of the seat-belt pre-tensioner.

Voluntary measures: Voluntary corrective actions taken by the importer.

In order to give a better view on the overall level of enforcement, including the follow-up activities of the national market surveillance authorities, the Commission RAPEX team has decided to publish on the RAPEX website also the names of the countries that have found the notified product on their market and have taken appropriate measures (and have submitted a reaction to a RAPEX notification as a consequence).

Information about the reacting countries is available in the RAPEX weekly overviews in the column 'Products were found and measures were taken also in'. The Commission RAPEX team will publish reactions sent (from May2009 onwards) to 2009 RAPEX notifications.
