Why has the Commission decided to issue Guidance on the application of the Directive?
Who is this Guidance intended for?
The Guidance is primarily intended for national enforcement authorities, consumer associations, traders, trade associations and

However, the Guidance may also be useful for those consumers who seek clarification on the more technical aspects relating to the application of the Directive to real cases.
