Consumer Policy Programmes

The Consumer Programme 2007-2013 was adopted by the Council and the European Parliament on 18 December 2006.

The main objectives of the Consumer Programme 2007-2013 are:

  1. To ensure a high level of consumer protection, notably through improved information on consumer-related data, better consultation and better representation of consumers’ interest.
  2. To ensure the effective application of consumer protection rules notably through cooperation between authorities and organisations responsible for the implementation of consumer legislation, information, education and dispute resolution of consumer complaints.

The implementation of the programme will be through the combination of eleven actions listed in Annex I of the Programme according to the priorities set out in the annual programme.

The financing for the consumer programme amounts to € 156, 8 million over the period 2007-2013.

This programme replaces Decision 20/2004 on financing Community actions in support of consumer policy for the years 2004 to 2007. The Decision provides that the Commission is assisted by a Member States Advisory Committee. The Consumer Financial Programme Committee has to give its view each year on the Work Programme (document setting out the annual budget allocation and the various budget items for consumer policy) and on the financial instruments, namely grants and joint actions.

Decision 20/2004 on financing Community actions in support of consumer policy for the years 2004 to 2007 was adopted on 8 December 2003

On 4 May 2006, the Commission adopted a report in the implementation of Decision 20/2004/EC CS DA DE ET EL ES FR IT LV LT HU MT NL PL PT SK SL FI SV in 2004 and 2005

On 24 May 2006 the Commission adopted an amended proposal for a consumer programme 2007-2013. The proposal is part of the legislative package of EU programmes for the financial programming period 2007-2013
