The sector inquiry on the telecommunications industry was initiated by the Commission on 27 July 1999; the first stage, concerning leased lines launched at the end of 1999. The second, on mobile roaming agreements, was initiated at the beginning of 2000. The third stage, on local loop, was launched in July 2000.
