Bilateral relations > Ukraine

The Partnership and Cooperation Agreement between the EU and Ukraine, which covers competition-related matters, entered into force in December 1997. Article 49, on competition, covers:

  • restrictions on competition by undertakings,
  • State aid,
  • public undertakings
  • undertakings with exclusive rights.

A consultation mechanism is also in place.

Ukraine participates in the European Neighbourhood policy and there is an EU/Ukraine Neighbourhood Policy Action Plan (not a binding international agreement), including some points on competition (and State aid).

Ukraine has had a competition law in force since 1994. Its competition authority is the Anti-Monopoly Committee of Ukraine.
