Bilateral relations > Russian Federation

Bilateral cooperation between the Commission and the Russian Federal Anti-Monopoly Service (FAS) was formalized in a Memorandum of Understanding (MoU) signed in Brussels on 10 March 2011 between Vice President Almunia and Igor Artemyev, Head of the Russian FAS. The agreement provides for:

  • Reciprocal discussion of developments in competition policy, legislation and enforcement;
  • cooperation on cases under investigation by either authority, where they may affect the important interests of the other party;
  • the exchange of non-confidential information.

The EU and the Russian Federation are currently negotiating a New Agreement to provide for the contractual framework for EU-Russia relations in the years to come, replacing the 1994 Partnership and Cooperation Agreement (PCA). The PCA contains special provisions regarding economic relations between the EU and Russia, including general provisions on competition law (including State aid).
