Consultation on the draft Union Framework for State aid for Research, Development and Innovation

Target group

Public authorities, citizens, companies and organisations are welcome to contribute to this consultation. Contributions are particularly sought from national authorities dealing with state aid for R&D&I and from research organisations

From 20.12.2013 to 17.02.2014

Objective of the consultation

The Community Framework for state aid for research and development and innovation ("the R&D&I Framework") sets out the conditions Member States should respect when granting aid to industry for R&D&I-activities. It entered into force on 1.1.2007 and expires by end 2013.

The purpose of the present consultation is to collect views on the first draft text of the revised Framework.

This revision is part of the Commission's overall State aid modernisation initiative.

The results of the mid-term review of the R&D&I-Framework from 23.4.2010 to 10.8.2011 are presented in a Commission Staff Working Paper. The current revision process started with a first consultation from 20.12.2011 until 24.02.2012. The Issues Paper of 12.12.2012 of the Commission's competition service discusses possible lines of reform. The present draft text is complementary to the draft General Block Exemption Regulation (GBER), which is also under revision (public consultation on 8.5.2013; consultation on additional categories of exemptible aid on 24.7.2013 in "GBER II").

How to submit your contribution

  • You are invited to respond to this consultation in any official EU language. Given the possible delays in translating comments submitted in certain languages, translations of the replies into one of the Commission's working languages (preferably English) would be welcome to enable the Commission to process them more swiftly.
  • In your reply, please indicate whether you are replying as citizen, organisation or public authority. If your organisation is registered in the Transparency Register, please indicate your Register ID number. If your organisation is not registered, we invite you to register now, although it is not compulsory to be registered to reply to the consultation. Responses from organisations not registered will be published separately.
  • Contributions will be published on this webpage. Submissions that are clearly marked "confidential" will be treated as such and not published. In that case please also provide a non-confidential version of your reply. It is important to read the privacy statement attached to this consultation for information on how your personal data and contribution will be dealt with.
